Senate Sponsors: SIEBEN Short description: DNR-CONSERV LAW VIOLATIONS Synopsis of Bill as introduced: Amends the Civil Administrative Code of Illinois, the Timber Buyers Licensing Act, the Fish and Aquatic Life Code, the Ginseng Harvesting Act, and the Unified Code of Corrections. Provides that the Department of Natural Resources has the power to enter into interstate compacts regarding conservation law violators. Revises certain provisions regarding the revocation or denial of a timber buyer's license. Provides that any person who violates certain provisions of the Fish and Aquatic Life Code is guilty of a Class B misdemeanor, and who violates certain other provisions is guilty of a Class A misdemeanor. Provides for the revocation or denial of a license under the Ginseng Harvesting Act upon certain violations of that Act. Authorizes the Department to use moneys from the Drug Traffic Prevention Fund for enforcement of laws regulating controlled substances and cannabis on lands and waterways regulated by the Department. Effective immediately. FISCAL NOTE (Department of Natural Resources) There would be no measurable costs as a result of HB 1915. The bill is expected to increase revenues from fines of less than $2,000 received by the Department. HOUSE AMENDMENT NO. 1. Deletes reference to: 225 ILCS 735/13 730 ILCS 5/5-9-1.2 (from ch. 38, par. 1005-9-1.2) Deletes everything after the enacting clause. Amends the Civil Administrative Code of Illinois, the Fish and Aquatic Life Code, and the Ginseng Harvesting Act. Provides that the Department of Natural Resources has the power to enter into interstate compacts regarding conservation law violators. Provides that any person who violates certain provisions of the Fish and Aquatic Life Code is guilty of a Class B misdemeanor, and who violates certain other provisions is guilty of a Class A misdemeanor. Provides for the revocation or denial of a license under the Ginseng Harvesting Act upon certain violations of that Act. Provides that a person with a suspended or revoked license may not accompany or serve as a guide or facilitator for a person who is engaged or prepared to engage in activity covered by the license. Effective immediately. SENATE AMENDMENT NO. 1. Provides that violation of certain provisions of the Commercial Fishing Article of the Fish and Aquatic Life Code, concerning mussel harvesting, is a Class A misdemeanor.
