House Sponsors: SLONE. Short description: CLEAN AIR STDS ACT Synopsis of Bill as introduced: Creates the Illinois Clean Air Standards Act. Provides air emissions standards for fossil coal-fired generating units on or after January 1, 2006. Provides for the promulgation of rules by the Pollution Control Board to achieve the emissions reduction requirements. Amends the Energy Conservation and Coal Development Act. Provides that the Department of Commerce and Community Affairs shall have the power to assist in funding the cost of sulfur dioxide and nitrogen oxide emission control systems for coal-fired generating units. Amends the General Obligation Bond Act. Adds $100,000,000 to the amount the Department of Commerce and Community Affairs is authorized to use for coal and energy development purposes, which is to be used to assist in funding the cost of sulfur dioxide and nitrogen oxide emission control systems for coal-fired generating units. Amends the Illinois Income Tax Act. Provides a tax credit for early compliance with the air emission standards required for years after 2005 under the Illinois Clean Air Standards Act. Effective immediately.
