Short description: ATM FEES LIMIT Synopsis of Bill as introduced: Amends the Electronic Fund Transfer Act. Provides that a surcharge for use of a terminal may not be imposed if the transaction does not affect an account held by the consumer with the owner or operator of the terminal and the transaction is conducted through a national or regional electronic banking network. Prohibits the imposition of fees upon a consumer for the use of a Link card or other access device used to obtain benefits under the Illinois Public Aid Code. FISCAL NOTE (Office of Banks and Real Estate) If HB 394 were to become law, the Office of Banks and Real Estate could receive more complaints requiring additional ex- aminations of licensees. This increase, however, is expected to be normal. HB 394 would require no additional resources or headcount and would create no fiscal impact to the agency.
