        Creates the Clean Election Act and amends the Illinois Income Tax      
   Act and the State Finance Act. Limits amounts  of  contributions  that      
   may  be  made to candidates for the Offices of Governor and Lieutenant      
   Governor. Requires  candidates  to  maintain  an  election  fund  bank      
   account.   Provides  that  qualified  candidates  may receive matching      
   funds from the State.  Creates the Clean Election  Fund  and  provides      
   for  the  deposit  of certain moneys into that Fund.  Requires certain      
   reports to be filed with the State Board of Elections.   Requires  the      
   State Board of Elections to audit campaign accounts.  Allows the Board      
   to  investigate  violations of the Act.  Sets penalties for violations      
   of the Act.  Provides that the Act  is  repealed  on  June  30,  2009.      
   Provides  for  a  voluntary  check-off  system  to permit taxpayers to      
   designate $5 of their income  taxes  to  be  used  for  that  purpose.      
   Contains other provisions.  Effective immediately.                          
          FISCAL NOTE (State Board of Elections)                               
          It is estimated that approximately $150,000 for new hirees will      
          be needed by the Board to implement HB 1913. Several variables       
          present difficulties in developing a firm assessment of costs.       
          Items such as the number of candidates participating, the num-       
          ber of complaints filed, the number of investigations conducted      
          and the number of audits required will affect initial and long-      
          range costs.
