92_SR0555 LRB9218407LBpr 1 SENATE RESOLUTION 2 WHEREAS, The members of the Illinois Senate wish to 3 express their sincere condolences to the family and friends 4 of Zack O. Monroe of Peoria, who passed away on November 24, 5 2002; and 6 WHEREAS, Mr. Monroe was born in Moultrie County on May 4, 7 1906 to Claude and Iva Hampton Monroe; he married Frieda 8 Rhode on July 26, 1930 in Peoria; she preceded him in death 9 in 1995; and 10 WHEREAS, A self-made man, he became an apprentice barber 11 at the age of 12; in 1923, he moved to Peoria; he owned and 12 operated barber shops in the 2900 and 3000 blocks of 13 Northeast Adams Street and the Peoria Barber College, which 14 is currently the oldest barber school in the nation; and 15 WHEREAS, During his long and distinguished career as a 16 dedicated public servant, he was elected to the Peoria City 17 Council in 1945 and served 8 years as the 10th Ward alderman; 18 in 1953, he was elected Peoria Township Supervisor of General 19 Assistance, an office he held for 40 years until retiring in 20 1993; and he was a member of the Peoria County Board from 21 1953 to 1970; and 22 WHEREAS, During his time in office, he fought to change 23 the name of Harvard Avenue to War Memorial Drive in honor of 24 Peoria's veterans; he introduced one of the first township 25 workfare plans in the state; and he provided leadership for 26 the construction of the McClugage bridge to replace the Upper 27 Free Bridge; and 28 WHEREAS, He was awarded the Charles Schlink Memorial Good 29 Government Award in 1993 by the Peoria Jaycees; he was the 30 recipient of the First Private Citizen Award by the Reserve 31 Officers Association and the Peoria Area Home Builders Group -2- LRB9218407LBpr 1 for saving local taxpayers thousands of dollars while he was 2 Peoria's Supervisor of General Assistance; and 3 WHEREAS, He was instrumental in starting a Dad's Club at 4 Kingman Grade School; he was a member and former 5 superintendent of the Sunday School at Madison Avenue United 6 Methodist Church; he was a member of Illinois Lodge, AF&AM; 7 Scottish Rite Bodies, Valley of Peoria; and the Mohammed 8 Temple Shrine; he was a member of the Creve Coeur Chapter 9 Order of the Eastern Star; in 1996 he was honored as a 10 50-year member of Mohammed Temple; and 11 WHEREAS, His passing will be felt by all who knew and 12 loved him, especially his sons, Zackie (and Barbara) and 13 Roger (and Nancy); his daughters, Judy (and Gary) Kailey and 14 Carol Angilello; 10 grandchildren; 14 great-grandchildren; 15 one great-great-grandchild; and his sister Mrs. William 16 (Alberta) Byrkit; therefore be it 17 RESOLVED, BY THE SENATE OF THE NINETY-SECOND GENERAL 18 ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with 19 his family and friends and the entire community, the death of 20 Zack O. Monroe; and be it further 21 RESOLVED, That a suitable copy of this resolution be 22 presented to the family of Zack O. Monroe as an expression of 23 our deepest sympathy.
