92_SR0458 LRB9217128BHbh 1 SENATE RESOLUTION 2 WHEREAS, The members of the Illinois Senate are saddened 3 to learn of the death of George W. Foster of East St. Louis, 4 who passed away June 1, 2002; and 5 WHEREAS, Mr. Foster was born December 6, 1931, to George 6 and Cappalena Foster; and 7 WHEREAS, Mr. Foster was educated in the Trouser County 8 Tennessee School System, and he attended Union High School; 9 after graduating, he enlisted in the United States Air Force 10 and served in the Philippines, Alaska, and Illinois; Mr. 11 Foster later attended the University of Illinois where he 12 received his Emergency management, Hazmat, and CPR Instructor 13 certifications; and 14 WHEREAS, After serving 23 years in the United States Air 15 Force, Mr. Foster retired while stationed at Scott Air Force 16 Base in Illinois; he became employed as a night shift 17 emergency medical technician supervisor in the Emergency Room 18 at Memorial Hospital in Belleville; and 19 WHEREAS, In 1972, Mr. Foster became employed with the 20 City of East St. Louis as supervisor over the East St. Louis 21 Rescue Squad; in the evenings he taught Emergency Management 22 Technician (EMT) courses at State Community College; he later 23 became the Emergency Services and Disaster Agency 24 coordinator, where he assisted many people in the metro-east 25 community with disasters; Mr. Foster also served as the FEMA 26 (Federal Emergency Management Agency) coordinator for the 27 East St. Louis area, as well as lead instructor for 28 Cardiopulmonary Resuscitation (CPR) in the metro-east 29 community; on February 28, 2001, Mr. Foster retired from the 30 City of East St. Louis; and 31 WHEREAS, Mr. Foster served as a member of the St. Clair -2- LRB9217128BHbh 1 County Local Emergency Planning Committee (LEPC), the 2 Illinois Emergency Service Management Assistance (IESMA), the 3 American Red Cross Bi-State Chapter as Illinois District 4 Disaster Chairman, and the Region IV Area B Medical Service 5 Disaster Sub-Committee; he was a life member of the National 6 Association for the Advancement of Colored People (NAACP); he 7 was also Illinois District Boy Scouts Award Chairman and 8 associate with the Salvation Army; and 9 WHEREAS, Mr. Foster confessed a hope in Christ at an 10 early age in Hartsville, Tennessee; in 1979, he united with 11 St. John Missionary Baptist Church under the pastorate of 12 Reverend Frederick Wilson; Mr. Foster served on the Usher 13 Board, the Health Unit, and the Joint Ministry and as the New 14 Salem District Health supervisor; and 15 WHEREAS, Mr. Foster will be deeply missed by all those 16 who knew him and loved him, especially his loving wife, 17 Carolyn; his children, James Foster, George (Melba) Foster, 18 Jr., Wallace (Stephanie) Foster, Da'Mon Staples, Beverly 19 Foster, and Ivera Foster; his twenty grandchildren; his six 20 great-grandchildren; his brother, Bernice (Lannie) Foster; 21 his aunt, Irene Garrett; his stepdaughter, Janise Barnes; his 22 sister-in-law, Sylvia Reeves; his brother-in-law, Henry 23 Harris, Jr.; his two godsons, Broderick Hawkins and Gerold 24 Shephard; his devoted granddaughter, Toshua Foster; his 25 adopted sister, Josephine Webster; and his K-9, King; 26 therefore, be it 27 RESOLVED, BY THE SENATE OF THE NINETY-SECOND GENERAL 28 ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with 29 his family and friends, the death of George W. Foster; and be 30 it further 31 RESOLVED, That a suitable copy of this resolution be 32 presented to the family of George W. Foster with our sincere -3- LRB9217128BHbh 1 condolences.
