92_SR0450 LRB9217082RHrh 1 SENATE RESOLUTION 2 WHEREAS, The members of the Illinois Senate wish to 3 extend their sincerest condolences to the family and friends 4 of Charles V. Lo Verde, Jr., who passed away on May 28, 5 2002; and 6 WHEREAS, The Chicago Water Department and the Laborers' 7 Union were a family matter for Charles V. Lo Verde Jr.; and 8 WHEREAS, Born in 1931, just before his father, Charles Lo 9 Verde Sr., who was a laborer in the Water Department, helped 10 found and soon became president of Local 1092 of the 11 Laborers' International Union of North America, Charles Jr. 12 followed in his father's footsteps, working for the Water 13 Department, then becoming president of the local; Charles Lo 14 Verde III, followed suit, working as a Water Department 15 laborer, and now serving as a local vice president; and 16 WHEREAS, Charles Lo Verde, Jr. was born and raised in 17 Brighton Park and attended St. Joseph's and St. Anne's 18 grammar schools and De La Salle Institute, graduating in 19 1951; he went to work as a city laborer in 1952, laying 20 asphalt, then joined the United States Army, serving in 21 Germany; and 22 WHEREAS, Upon his return, Mr. Lo Verde became a laborer 23 in the Water Department and soon took on a second job as 24 field representative for the union; his father was both 25 president and business manager of the local until his death 26 in 1965; at that time, the international union insisted that 27 the jobs be separated; and 28 WHEREAS, Charles Lo Verde Jr. became business manager; in 29 the 1980s, the international union allowed the positions to 30 be combined once more, and Mr. Lo Verde was elected 31 president, a post he held until his death; and -2- LRB9217082RHrh 1 WHEREAS, Most of Mr. Lo Verde's brothers and nephews 2 started work at the Water Department; his brother James is 3 superintendent of the department's Central District, his 4 brother Robert is secretary-treasurer of Local 1092, and his 5 sister Carol James is a field representative with the local; 6 and 7 WHEREAS, Mr. Lo Verde helped negotiate the city's first 8 collective-bargaining agreement with laborers; more than a 9 decade ago, he brought laborers in the Sewer Department into 10 Local 1092, and now the local represents laborers and 11 salaried employees in Chicago's Water, Sewer, Transportation, 12 Aviation, General Services, and Purchases departments; 13 recently, Mr. Lo Verde was trying to persuade the Illinois 14 Legislature to improve pensions for laborers and their 15 widows; and 16 WHEREAS, Union matters occupied most of Mr. Lo Verde's 17 waking hours; when he did take time off, however, he loved to 18 play golf and to sail a small, two-man boat on inland lakes 19 in Indiana and Michigan; he was heavily involved in 20 Italian-American civic, educational and charitable efforts, 21 and had been named Man of the Year by the Joint Civic 22 Committee of Italian Americans; and 23 WHEREAS, The passing of Charles Lo Verde, Jr. will be 24 deeply felt by all who knew and loved him, especially his 25 wife of 47 years, Marion Santacaterina Lo Verde; his 26 daughters, Deborah Frogameni, Darlyne Klages, Diane Gross, 27 and Dawn Brancheau; his sons, Charles III and Thomas; his 28 brothers, Robert, James, and David; his sisters, Kathleen 29 LaCien and Carol James; and his 12 grandchildren; therefore, 30 be it 31 RESOLVED, BY THE SENATE OF THE NINETY-SECOND GENERAL 32 ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with -3- LRB9217082RHrh 1 all who knew him, the death of Charles Lo Verde, Jr. of 2 Chicago, Illinois; and be it further 3 RESOLVED, That a suitable copy of this resolution be 4 presented to the family of Charles Lo Verde, Jr. with our 5 sincere condolences.
