92_SR0137enr 92SR0137 Enrolled SRS92SR0013ABsp 1 STATE OF ILLINOIS 2 NINETY-SECOND GENERAL ASSEMBLY 3 SENATE 4 Senate Resolution No. 137 5 Offered by Senators Weaver, Peterson and Klemm 6 WHEREAS, Groundwater is an essential resource for 7 Illinois; and 8 WHEREAS, Groundwater feeds our lakes, streams and 9 wetlands and helps sustain the many creatures who live there; 10 and 11 WHEREAS, Approximately one-fourth of all fresh water used 12 in the nation comes from groundwater; and 13 WHEREAS, Groundwater provides approximately 35% of the 14 drinking water supply for urban areas and 95% of the supply 15 for rural areas, meeting the household needs of more than 117 16 million people in this nation; and 17 WHEREAS, As the Illinois population grows and land uses 18 intensify, threats to groundwater quality and quantity are 19 increasing; therefore, be it 20 RESOLVED, BY THE SENATE OF THE NINETY-SECOND GENERAL 21 ASSEMBLY OF THE STATE OF ILLINOIS, that the Department of 22 Natural Resources shall conduct a study of the groundwater 23 and aquifer system of Illinois; and be it further 24 RESOLVED, That the study shall (1) develop an 25 understanding of the geology of each aquifer in the State; 26 (2) determine the groundwater flow through the geologic units 27 and the interaction of the groundwater with surface waters; 28 (3) analyze current groundwater withdrawals; and (4) 29 determine the chemistry of the geologic units and the 30 groundwater in those units; and be it further 31 RESOLVED, That based upon information obtained from this 92SR0137 Enrolled -2- SRS92SR0013ABsp 1 study, the Department shall develop geologic and groundwater 2 flow models for each underground aquifer in the State that 3 show the impact of adding future wells or of future 4 groundwater withdrawal; and be it further 5 RESOLVED, That the Department shall develop a plan for 6 conducting and completing this study and submit the plan to 7 the Senate no later than November 1, 2001; and be it further 8 RESOLVED, That the Department shall report its findings 9 to the Senate no later than January 1, 2003; and be it 10 further 11 RESOLVED, That the report shall include recommendations 12 on the potential of receiving federal funding for the 13 groundwater and aquifer system of Illinois and related 14 programs; and be it further 15 RESOLVED, That a suitable copy of this resolution shall 16 be given to the Director of the Department of Natural 17 Resources. 18 Adopted by the Senate, May 21, 2001. 19 _______________________ 20 President of the Senate 21 _______________________ 22 Secretary of the Senate
