92_SR0135 LRB9208879RHrh 1 SENATE RESOLUTION 2 WHEREAS, The members of the Illinois Senate wish to 3 express their sincere condolences to the family and friends 4 of Howard "Pat" Patterson, who passed away on May 5, 2001; 5 and 6 WHEREAS, Howard Patterson was born in Chicago, Illinois 7 on June 24, 1936 to Roosevelt Patterson and Oda Mae; he 8 attended Douglas Elementary School and Englewood High School 9 where he excelled in football and met his future wife, Maude 10 Green; after high school he attended Wilson Jr. College; and 11 WHEREAS, Howard Patterson served a thirty-three year 12 career with the Chicago Police Department where his duties 13 included gang crimes, tactical units, vice, the Mayor's film 14 unit, Cook County State's Attorney's Office, Security 15 Specialist for former Illinois Attorney General Roland 16 Burris, Field Training Officer, and investigator with the 17 Major Accident Investigations Section; he retired from the 18 Chicago Police Department in 1997 with numerous honorable 19 mentions and letters of appreciation; and 20 WHEREAS, One of the highlights of Howard Patterson's long 21 career was when Mayor Richard J. Daley selected him to 22 provide security for Muhammad Ali; this led to the position 23 of Chief of Security for Muhammad Ali and a life-long 24 friendship; and 25 WHEREAS, Howard Patterson and his son, Howard Brian, 26 founded P & P Protective Inc., a business that provided 27 security for several businesses including grocers, OTB 28 facilities, and special events; and 29 WHEREAS, In April 1997, William "Bill" Shaw, Mayor of 30 Dolton, Illinois, appointed Howard Patterson as Dolton's 31 first African American Chief of Police; under his leadership -2- LRB9208879RHrh 1 he initiated the department's first tactical team to address 2 criminal activity with rapid response units; he created the 3 bicycle and foot patrol units that monitor Dolton's parks, 4 businesses, and community areas; and he was responsible for 5 upgrading the police department to new standards and 6 certification; and 7 WHEREAS, Howard Patterson was a member of many 8 organizations including the 9th Ward Democratic Organization, 9 where he worked for many years with Commissioner Robert Shaw, 10 Alderman of the 9th Ward; he was also vice-president of the 11 African American Patrolman's League with the Chicago Police 12 Department, a member of the St. Jude League, the National 13 Organization of Black Law Enforcement Executives, the South 14 Suburban Association Chiefs of Police, the Illinois 15 Association Chiefs of Police, and the International 16 Association Chiefs of Police; and 17 WHEREAS, The passing of Howard Patterson will be deeply 18 felt by all who knew and loved him, especially his wife, 19 Maude; his daughter, Angela Brazlen Regina; his brother, 20 Roosevelt; his grandchildren, Ivory Michelle and Howard 21 Brandon Patterson, Shawanaki, Tiffany, and Joshua; his great 22 grandchild, Tyrese; his aunt, Vera DesVerney; his 23 mother-in-law, Zirta Green; his sisters-in-law, Maxine Leslie 24 and Joyce Madison; and a host of loving nieces and nephews, 25 many cousins, and innumerable friends; therefore, be it 26 RESOLVED, BY THE SENATE OF THE NINETY-SECOND GENERAL 27 ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with 28 all who new him, the death of Dolton Police Chief Howard 29 "Pat" Patterson; and be it further 30 RESOLVED, That a suitable copy of this resolution be 31 presented to the family of Howard "Pat" Patterson with our 32 sincere condolences.
