92_SR0118 SRS92SR0011ABsp 1 SENATE RESOLUTION 2 WHEREAS, The Illinois Senate strives for the most 3 efficient and effective use of the state's resources; and 4 WHEREAS, A state agency's organizational structure 5 influences the manner by which it performs its established 6 mission and expends its funds in performance of its statutory 7 duties; and 8 WHEREAS, The Department of State Police is a valued 9 partner of municipal, county, federal, and other state-level 10 law enforcement agencies in the fight against crime and in 11 enforcing the traffic laws of this state; and 12 WHEREAS, The Department of State Police is a full-service 13 police agency, providing patrol, investigation, crime lab and 14 criminal history data repository services; and 15 WHEREAS, Due to the variety and breadth of valued law 16 enforcement services provided by the Department of State 17 Police, it holds a unique place in state government and in 18 the Illinois public safety community; and 19 WHEREAS, Over twenty years have passed since the 20 organizational design and sworn rank structure of the 21 Department of State Police has been thoroughly reviewed and 22 evaluated; and 23 WHEREAS, The Illinois Senate has delegated several 24 additional statutory duties and responsibilities to the 25 Department during the last two decades, including enhanced 26 commercial vehicle enforcement and diesel emission testing 27 programs; and 28 WHEREAS, It is the goal of the Illinois Senate for the 29 Department of State Police to operate at the optimum 30 performance level possible; therefore be it -2- SRS92SR0011ABsp 1 RESOLVED, BY THE SENATE OF THE NINETY-SECOND GENERAL 2 ASSEMBLY OF THE STATE OF ILLINOIS, That the Department of 3 State Police review and evaluate its varied duties and 4 responsibilities, table of organization, and sworn rank and 5 command structures as they relate to the most effective and 6 efficient use of the Department's resources while the 7 Department pursues its statutory mission; and be it further 8 RESOLVED, That the Department review all existing 9 commercial vehicle enforcement activities of state level 10 agencies and evaluate existing enforcement programs with the 11 intent of identifying the most desirable method by which such 12 commercial vehicle enforcement should be delivered; and be it 13 further 14 RESOLVED, That the Department review the current 15 practice, policy and statutory authority regarding deployment 16 of personnel into areas under the jurisdiction of local law 17 enforcement agencies with the intent of identifying when such 18 practice is authorized and when it should be authorized; and 19 be it further 20 RESOLVED, That the Department of State Police submit a 21 report of its findings and recommendations relating to (1) 22 the Department's organizational, command and rank structures; 23 (2) state-level commercial vehicle enforcement; (3) 24 deployment of personnel to areas under the jurisdiction of 25 local law enforcement; and (4) statutory duties and 26 responsibilities; and be it further 27 RESOLVED, That the report shall be submitted to the 28 Illinois Senate no later than January 1, 2002; and be it 29 further 30 RESOLVED, That a suitable copy of this resolution be 31 presented to the Director of the Illinois Department of State 32 Police.
