92_SR0038enr 92SR0038 Enrolled 1 STATE OF ILLINOIS 2 NINETY-SECOND GENERAL ASSEMBLY 3 SENATE 4 Senate Resolution No. 38 5 Offered by Senators Parker, Cullerton, 6 Lauzen and Dillard. 7 WHEREAS, Exotic and invasive aquatic species have done 8 irreparable damage to the Great Lakes and the land and water 9 resources of the country; and 10 WHEREAS, The discharge of ballast water and sediments 11 from commercial shipping vessels is a primary pathway for 12 introducing new aquatic nuisance species and spreading 13 established aquatic nuisance species; and 14 WHEREAS, Eight out of ten new aquatic nuisance species 15 come into the country via ballast water; and 16 WHEREAS, Exotic and invasive aquatic species control and 17 prevention requires significant coordination at state, 18 federal, and international levels; and 19 WHEREAS, In an effort to control the introduction and 20 spread of aquatic nuisance species, Illinois should explore 21 solutions to prevent the introduction and spread of aquatic 22 nuisance species into Lake Michigan waters; therefore, be it 23 RESOLVED, BY THE SENATE OF THE NINETY-SECOND GENERAL 24 ASSEMBLY OF THE STATE OF ILLINOIS, that the Department of 25 Natural Resources, the Environmental Protection Agency, and 26 the Illinois International Port Authority shall study 27 preventing the introduction and minimizing the spread of 28 aquatic nuisance species within Illinois waters; and be it 29 further 92SR0038 Enrolled -2- 1 RESOLVED, That the study shall (i) analyze how to best 2 abate harmful ecological, economic, social, and public health 3 impacts from aquatic nuisance species infestations within 4 Illinois waters, (ii) make recommendations regarding how to 5 best implement an aquatic nuisance species prevention program 6 in Illinois and provide for interstate collaboration, taking 7 into consideration all available scientific information, 8 technologies, and practices, and economic impacts of such 9 measures, and analyze the possible costs and sources of 10 funding to implement their recommendations, and (iii) analyze 11 possible costs and sources of funding for carrying out the 12 federally approved Department of Natural Resources 13 Comprehensive Management Plan for Aquatic Nuisance Species in 14 Illinois; and be it further 15 RESOLVED, That the Department of Natural Resources, the 16 Environmental Protection Agency, and the Illinois 17 International Port Authority fully participate in interstate 18 and federal studies currently underway to address the control 19 and prevention of the spread of exotic and invasive aquatic 20 species; and be it further 21 RESOLVED, That the Department of Natural Resources, the 22 Environmental Protection Agency, and the Illinois 23 International Port Authority report (i) the findings and 24 recommendations of the study and (ii) progress made with the 25 interstate and federal studies to the Senate of the State of 26 Illinois on or before January 15, 2002; and be it further 27 RESOLVED, That suitable copies of this resolution be 28 delivered to the Director of Natural Resources, the Director 92SR0038 Enrolled -3- 1 of the Environmental Protection Agency, and the Chairman of 2 the Illinois International Port Authority. 3 Adopted by the Senate, April 19, 2001. 4 _______________________ 5 President of the Senate 6 _______________________ 7 Secretary of the Senate
