92_SJ0071 LRB9216727LBpr 1 SENATE JOINT RESOLUTION 2 WHEREAS, The hiring of minors as umpires to officiate 3 summer sports has been a common practice by many park 4 districts and not-for-profit youth clubs throughout the State 5 of Illinois; and 6 WHEREAS, Allowing minors to officiate the games gives the 7 minors an opportunity to participate in an all-American 8 sport, interact with the younger children, practice important 9 decision making skills, and develop a sense of responsibility 10 and commitment for the work experience; and 11 WHEREAS, Many of the park districts and not-for-profit 12 youth clubs restrict the amount of hours that a minor may 13 work during a given day or season; and 14 WHEREAS, The Illinois Child Labor Law currently prohibits 15 minors under the age of 16 from being compensated for 16 employment unless the minor fits one of the limited 17 exceptions under the law; there are exceptions for other 18 summer employment of youths such as caddying at a golf 19 course; and 20 WHEREAS, The Cook County Board of Commissioners, the 21 DuPage County Board, and the Darien Youth Club have indicated 22 their strong support for the creation of an exemption in the 23 Child Labor Law to allow minors to officiate in youth sports 24 leagues and programs; therefore, be it 25 RESOLVED, BY THE SENATE OF THE NINETY-SECOND GENERAL 26 ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF 27 REPRESENTATIVES CONCURRING HEREIN, that we urge the 28 Department of Labor to work with the General Assembly to 29 permit the hiring of minors who are at least 12 years of age 30 to officiate youth sports leagues and programs; and be it 31 further -2- LRB9216727LBpr 1 RESOLVED, that a suitable copy of this resolution be 2 presented to the Director of Labor.
