1 AN ACT making appropriations to the Illinois Student
2 Assistance Commission.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The following amounts, or so much of those
6 amounts as may be necessary, respectively, are appropriated
7 from the General Revenue Fund to the Illinois Student
8 Assistance Commission for its ordinary and contingent
9 expenses:
10 For Administration
11 For Personal Services........................... $2,970,100
12 For Employee Retirement Contributions
13 Paid by Employer............................ 123,800
14 For State Contributions to State
15 Employees Retirement System................. 306,500
16 For State Contributions to
17 Social Security............................. 227,200
18 For Contractual Services........................ 2,574,800
19 For Travel...................................... 43,000
20 For Commodities................................. 50,600
21 For Printing.................................... 130,700
22 For Equipment................................... 69,800
23 For Telecommunications.......................... 187,500
24 For Operation of Auto Equipment................. 6,800
25 Total $6,690,800
26 Section 10. The sum of $65,000, or so much thereof as
27 may be necessary, is appropriated to the Illinois Student
28 Assistance Commission from the Higher EdNet Fund for costs
29 associated with administration of the Illinois Higher EdNet,
30 a clearinghouse for post-secondary education financial aid
31 information.

1 Section 15. The following named amounts, or so much
2 thereof as may be necessary, respectively, are appropriated
3 to the Illinois Student Assistance Commission from the
4 Student Loan Operating Fund for its ordinary and contingent
5 expenses:

24 Section 20. The sum of $284,226,000, or so much thereof
25 as may be necessary, is appropriated to the Illinois Student
26 Assistance Commission from the General Revenue Fund for
27 payment of grant awards to students eligible to receive such
28 awards, as provided by law, including up to $5,000,000 for
29 transfer into the Monetary Award Program Reserve Fund.
30 Section 25. The sum of $6,677,000, or so much thereof as
31 may be necessary, is appropriated to the Illinois Student
32 Assistance Commission from the Monetary Award Program Reserve

1 Fund for payment of grant awards to full-time and part-time
2 students eligible to receive such awards, as provided by law.
3 Section 30. The following named amounts, or so much
4 thereof as may be necessary, respectively, are appropriated
5 from the General Revenue Fund to the Illinois Student
6 Assistance Commission for the following purposes:
7 Grants and Scholarships
8 For payment of matching grants to Illinois
9 institutions to supplement scholarship
10 programs, as provided by law................ $1,000,000
11 For payment of Merit Recognition Scholarships to
12 undergraduate students under the Merit
13 Recognition Scholarship Program provided for
14 in Section 31 of the Higher Education
15 Student Assistance Act...................... 6,100,000
16 For the payment of scholarships to students who
17 are children of policemen or firemen killed
18 in the line of duty, or who are dependents
19 of correctional officers killed or
20 permanently disabled in the line of duty, as
21 provided by law............................. 275,000
22 For payment of Illinois National Guard and Naval
23 Militia Scholarships at State-controlled
24 universities and public community colleges
25 in Illinois to students eligible to receive
26 such awards, as provided by law............. 4,500,000
27 For payment of military Veterans' scholarships
28 at State-controlled universities and at
29 public community colleges for students
30 eligible, as provided by law................ 19,500,000
31 For college savings bond grants to students
32 eligible to receive such awards............. 650,000
33 For payment of Minority Teacher Scholarships.... 3,100,000

7 Section 35. The following named amount, or so much
8 thereof as may be necessary, is appropriated from the
9 Education Assistance Fund to the Illinois Student Assistance
10 Commission for the following purpose:
11 Grants and Scholarships
12 For payment of grant awards to full-time and
13 part-time students eligible to receive such
14 awards, as provided by law.................. $103,402,300
15 Section 40. The following sum, or so much thereof as may
16 be necessary, is appropriated from the Federal Leveraging
17 Educational Assistance and Supplemental Leveraging
18 Educational Assistance Programs to the Illinois Student
19 Assistance Commission for the following purpose:
20 Grants
21 For payment of grant awards to full-time and
22 part-time students eligible to receive such
23 awards, as provided by law.................. $3,100,000
24 Section 45. The sum of $250,000, or so much thereof as
25 may be necessary, is appropriated to the Illinois Student
26 Assistance Commission from the General Revenue Fund for
27 purposes of supporting costs required to re-engineer and
28 redesign certain scholarship and grant information systems.
29 Section 50. The sum of $300,000, or so much thereof as
30 may be necessary, is appropriated to the Illinois Student

1 Assistance Commission from the General Revenue Fund for
2 support of new initiatives to increase awareness of
3 educational and financial aid opportunities among underserved
4 or underrepresented populations.
5 Section 55. The sum of $190,000,000, or so much thereof
6 as may be necessary, is appropriated from the Federal Student
7 Loan Fund to the Illinois Student Assistance Commission for
8 distribution when necessary as a result of the following: for
9 guarantees of loans that are uncollectable, for collection
10 payments to the Student Loan Operating Fund as required under
11 agreements with the United States Secretary of Education, for
12 payment to the Student Loan Operating Fund for Default
13 Aversion Fees, and for other distributions as necessary and
14 provided for under the Federal Higher Education Act.
15 Section 60. The sum of $24,000,000, or so much thereof
16 as may be necessary, is appropriated to the Illinois
17 Student Assistance Commission from the Student Loan Operating
18 Fund for distribution as necessary for the following: for
19 payment of collection agency fees associated with collection
20 activities for Federal Family Education Loans, for Default
21 Aversion Fee reversals, and for distributions as necessary
22 and provided for under the Federal Higher Education Act.
23 Section 63. THe sum of $5,000,000, or so much thereof as
24 may be necessary, is appropriated to the Illinois Student
25 Assistance Commission from the Student Loan Operating Fund
26 for costs associated with Federal Loan System Development and
27 Maintenance.
28 Section 65. The sum of $13,000,000, or so much thereof
29 as may be necessary, is appropriated to the Illinois Student
30 Assistance Commission from the Student Loan Operating Fund

1 for transfer to the Federal Student Loan Fund for
2 reimbursement of sums transferred for working capital
3 purposes as permitted by federal law.
4 Section 70. The sum of $1,500,000, or so much thereof as
5 may be necessary, is appropriated from the Federal Reserve
6 Recall Fund to the Illinois Student Assistance Commission for
7 default prevention activities.
8 Section 75. The sum of $300,000, or so much of that
9 amount as may be necessary, is appropriated from the Accounts
10 Receivable Fund to the Illinois Student Assistance Commission
11 for costs associated with the collection of delinquent
12 scholarship awards pursuant to the Illinois State Collection
13 Act of 1986.
14 Section 80. The following named amount, or so much
15 thereof as may be necessary, is appropriated from the Federal
16 Student Assistance Scholarship Fund to the Illinois Student
17 Assistance Commission for the following purpose:
18 For payment of Robert C. Byrd Honors
19 Scholarships................................ $1,800,000
20 Section 85. The sum of $70,000, or so much thereof as
21 may be necessary, is appropriated to the Illinois Student
22 Assistance Commission from the University Grant Fund for
23 payment of grants for the Higher Education License Plate
24 Program, as provided by law.
25 Section 90. The sum of $20,000, or so much thereof as
26 may be necessary, is appropriated to the Illinois Student
27 Assistance Commission from the Contract and Grants Fund to
28 support outreach and training activities.

1 Section 999. Effective date. This Act takes effect on
2 July 1, 2002.
