92_SB1929 LRB9216018NTsb 1 AN ACT concerning higher education. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 5. The University of Illinois Act is amended by 5 changing Section 7f as follows: 6 (110 ILCS 305/7f) (from Ch. 144, par. 28f) 7 Sec. 7f. Partial tuition waivers. 8 (a) As used in this Section, "Illinois college or 9 university" means any of the following: the University of 10 Illinois, Southern Illinois University, Chicago State 11 University, Eastern Illinois University, Governors State 12 University, Illinois State University, Northeastern Illinois 13 University, Northern Illinois University, and Western 14 Illinois University. 15 (b) Each year the Board of Trustees of the University of 16 Illinois shall offer 50% tuition waivers for undergraduate 17 education at any campus under its governance or supervision 18 to the children of (i) employees of an Illinois college or 19 university who have been employed by any one or by more than 20 one Illinois college or university for an aggregate period of 21 at least 7 years or (ii) persons receiving a retirement or 22 disability retirement annuity under the Illinois Pension Code 23 based on at least 20 years of service with one or more than 24 one Illinois college or university, including persons who 25 already are receiving such an annuity on the effective date 26 of this amendatory Act of the 92nd General Assembly. To be 27 eligible to receive a partial tuition waiver, the child of an 28 employee of an Illinois college or university (i) must be 29 under the age of 25 at the commencement of the academic year 30 during which the partial tuition waiver is to be effective, 31 and (ii) must qualify for admission to the University of -2- LRB9216018NTsb 1 Illinois under the same admissions requirements, standards 2 and policies which the University of Illinois applies to 3 applicants for admission generally to its respective 4 undergraduate colleges and programs. 5 (c) Subject to the provisions and limitations of 6 subsection (b), an eligible applicant who has continued to 7 maintain satisfactory academic progress toward graduation may 8 have his or her partial tuition waiver renewed until the time 9 as he or she has expended 4 years of undergraduate partial 10 tuition waiver benefits under this Section. 11 (d) No partial tuition waiver offered or allocated to 12 any eligible applicant in accordance with the provisions of 13 this Section shall be charged against any tuition waiver 14 limitation established by the Illinois Board of Higher 15 Education. 16 (e) The Board of Trustees shall prescribe rules and 17 regulations as are necessary to implement and administer the 18 provisions of this Section. 19 (Source: P.A. 90-282, eff. 1-1-98.) 20 Section 10. The Southern Illinois University Management 21 Act is amended by changing Section 8f as follows: 22 (110 ILCS 520/8f) (from Ch. 144, par. 658f) 23 Sec. 8f. Partial tuition waivers. 24 (a) As used in this Section, "Illinois college or 25 university" means any of the following: the University of 26 Illinois, Southern Illinois University, Chicago State 27 University, Eastern Illinois University, Governors State 28 University, Illinois State University, Northeastern Illinois 29 University, Northern Illinois University, and Western 30 Illinois University. 31 (b) Each year the Board of Trustees of Southern Illinois 32 University shall offer 50% tuition waivers for undergraduate -3- LRB9216018NTsb 1 education at any campus under its governance or supervision 2 to the children of (i) employees of an Illinois college or 3 university who have been employed by any one or by more than 4 one Illinois college or university for an aggregate period of 5 at least 7 years or (ii) persons receiving a retirement or 6 disability retirement annuity under the Illinois Pension Code 7 based on at least 20 years of service with one or more than 8 one Illinois college or university, including persons who 9 already are receiving such an annuity on the effective date 10 of this amendatory Act of the 92nd General Assembly. The Chicago State University Law is amended 2 by changing Section 5-90 as follows: 3 (110 ILCS 660/5-90) 4 Sec. 5-90. Partial tuition waivers. 5 (a) As used in this Section, "Illinois college or 6 university" means any of the following: the University of 7 Illinois, Southern Illinois University, Chicago State 8 University, Eastern Illinois University, Governors State 9 University, Illinois State University, Northeastern Illinois 10 University, Northern Illinois University, and Western 11 Illinois University. 12 (b) Each year the Board of Chicago State University 13 shall offer 50% tuition waivers for undergraduate education 14 at any campus under its governance to the children of (i) 15 employees of an Illinois college or university who have been 16 employed by any one or by more than one Illinois college or 17 university for an aggregate period of at least 7 years or 18 (ii) persons receiving a retirement or disability retirement 19 annuity under the Illinois Pension Code based on at least 20 20 years of service with one or more than one Illinois college 21 or university, including persons who already are receiving 22 such an annuity on the effective date of this amendatory Act 23 of the 92nd General Assembly. The Eastern Illinois University Law is 16 amended by changing Section 10-90 as follows: 17 (110 ILCS 665/10-90) 18 Sec. 10-90. Partial tuition waivers. 19 (a) As used in this Section, "Illinois college or 20 university" means any of the following: the University of 21 Illinois, Southern Illinois University, Chicago State 22 University, Eastern Illinois University, Governors State 23 University, Illinois State University, Northeastern Illinois 24 University, Northern Illinois University, and Western 25 Illinois University. 26 (b) Each year the Board of Eastern Illinois University 27 shall offer 50% tuition waivers for undergraduate education 28 at any campus under its governance to the children of (i) 29 employees of an Illinois college or university who have been 30 employed by any one or by more than one Illinois college or 31 university for an aggregate period of at least 7 years or 32 (ii) persons receiving a retirement or disability retirement -6- LRB9216018NTsb 1 annuity under the Illinois Pension Code based on at least 20 2 years of service with one or more than one Illinois college 3 or university, including persons who already are receiving 4 such an annuity on the effective date of this amendatory Act 5 of the 92nd General Assembly. To be eligible to receive a 6 partial tuition waiver, the child of an employee of an 7 Illinois college or university (i) must be under the age of 8 25 at the commencement of the academic year during which the 9 partial tuition waiver is to be effective, and (ii) must 10 qualify for admission to Eastern Illinois University under 11 the same admissions requirements, standards and policies 12 which Eastern Illinois University applies to applicants for 13 admission generally to its respective undergraduate colleges 14 and programs. 15 (c) Subject to the provisions and limitations of 16 subsection (b), an eligible applicant who has continued to 17 maintain satisfactory academic progress toward graduation may 18 have his or her partial tuition waiver renewed until the time 19 as he or she has expended 4 years of undergraduate partial 20 tuition waiver benefits under this Section. 21 (d) No partial tuition waiver offered or allocated to 22 any eligible applicant in accordance with the provisions of 23 this Section shall be charged against any tuition waiver 24 limitation established by the Illinois Board of Higher 25 Education. 26 (e) The Board shall prescribe rules and regulations as 27 are necessary to implement and administer the provisions of 28 this Section. 29 (Source: P.A. 89-4, eff. 1-1-96; 90-282, eff. 1-1-98.) 30 Section 25. The Governors State University Law is 31 amended by changing Section 15-90 as follows: 32 (110 ILCS 670/15-90) -7- LRB9216018NTsb 1 Sec. 15-90. Partial tuition waivers. 2 (a) As used in this Section, "Illinois college or 3 university" means any of the following: the University of 4 Illinois, Southern Illinois University, Chicago State 5 University, Eastern Illinois University, Governors State 6 University, Illinois State University, Northeastern Illinois 7 University, Northern Illinois University, and Western 8 Illinois University. 9 (b) Each year the Board of Governors State University 10 shall offer 50% tuition waivers for undergraduate education 11 at any campus under its governance to the children of (i) 12 employees of an Illinois college or university who have been 13 employed by any one or by more than one Illinois college or 14 university for an aggregate period of at least 7 years or 15 (ii) persons receiving a retirement or disability retirement 16 annuity under the Illinois Pension Code based on at least 20 17 years of service with one or more than one Illinois college 18 or university, including persons who already are receiving 19 such an annuity on the effective date of this amendatory Act 20 of the 92nd General Assembly. To be eligible to receive a 21 partial tuition waiver, the child of an employee of an 22 Illinois college or university (i) must be under the age of 23 25 at the commencement of the academic year during which the 24 partial tuition waiver is to be effective, and (ii) must 25 qualify for admission to Governors State University under the 26 same admissions requirements, standards and policies which 27 Governors State University applies to applicants for 28 admission generally to its respective undergraduate colleges 29 and programs. 30 (c) Subject to the provisions and limitations of 31 subsection (b), an eligible applicant who has continued to 32 maintain satisfactory academic progress toward graduation may 33 have his or her partial tuition waiver renewed until the time 34 as he or she has expended 4 years of undergraduate partial -8- LRB9216018NTsb 1 tuition waiver benefits under this Section. 2 (d) No partial tuition waiver offered or allocated to 3 any eligible applicant in accordance with the provisions of 4 this Section shall be charged against any tuition waiver 5 limitation established by the Illinois Board of Higher 6 Education. 7 (e) The Board shall prescribe rules and regulations as 8 are necessary to implement and administer the provisions of 9 this Section. 10 (Source: P.A. 89-4, eff. 1-1-96; 90-282, eff. 1-1-98.) 11 Section 30. The Illinois State University Law is amended 12 by changing Section 20-90 as follows: 13 (110 ILCS 675/20-90) 14 Sec. 20-90. Partial tuition waivers. 15 (a) As used in this Section, "Illinois college or 16 university" means any of the following: the University of 17 Illinois, Southern Illinois University, Chicago State 18 University, Eastern Illinois University, Governors State 19 University, Illinois State University, Northeastern Illinois 20 University, Northern Illinois University, and Western 21 Illinois University. 22 (b) Each year the Board of Illinois State University 23 shall offer 50% tuition waivers for undergraduate education 24 at any campus under its governance to the children of (i) 25 employees of an Illinois college or university who have been 26 employed by any one or by more than one Illinois college or 27 university for an aggregate period of at least 7 years or 28 (ii) persons receiving a retirement or disability retirement 29 annuity under the Illinois Pension Code based on at least 20 30 years of service with one or more than one Illinois college 31 or university, including persons who already are receiving 32 such an annuity on the effective date of this amendatory Act -9- LRB9216018NTsb 1 of the 92nd General Assembly. The Northeastern Illinois University Law is 27 amended by changing Section 25-90 as follows: 28 (110 ILCS 680/25-90) 29 Sec. 25-90. Partial tuition waivers. 30 (a) As used in this Section, "Illinois college or 31 university" means any of the following: the University of 32 Illinois, Southern Illinois University, Chicago State -10- LRB9216018NTsb 1 University, Eastern Illinois University, Governors State 2 University, Illinois State University, Northeastern Illinois 3 University, Northern Illinois University, and Western 4 Illinois University. 5 (b) Each year the Board of Northeastern Illinois 6 University shall offer 50% tuition waivers for undergraduate 7 education at any campus under its governance to the children 8 of (i) employees of an Illinois college or university who 9 have been employed by any one or by more than one Illinois 10 college or university for an aggregate period of at least 7 11 years or (ii) persons receiving a retirement or disability 12 retirement annuity under the Illinois Pension Code based on 13 at least 20 years of service with one or more than one 14 Illinois college or university, including persons who already 15 are receiving such an annuity on the effective date of this 16 amendatory Act of the 92nd General Assembly. To be eligible 17 to receive a partial tuition waiver, the child of an employee 18 of an Illinois college or university (i) must be under the 19 age of 25 at the commencement of the academic year during 20 which the partial tuition waiver is to be effective, and (ii) 21 must qualify for admission to Northeastern Illinois 22 University under the same admissions requirements, standards 23 and policies which Northeastern Illinois University applies 24 to applicants for admission generally to its respective 25 undergraduate colleges and programs. 26 (c) Subject to the provisions and limitations of 27 subsection (b), an eligible applicant who has continued to 28 maintain satisfactory academic progress toward graduation may 29 have his or her partial tuition waiver renewed until the time 30 as he or she has expended 4 years of undergraduate partial 31 tuition waiver benefits under this Section. 32 (d) No partial tuition waiver offered or allocated to 33 any eligible applicant in accordance with the provisions of 34 this Section shall be charged against any tuition waiver -11- LRB9216018NTsb 1 limitation established by the Illinois Board of Higher 2 Education. 3 (e) The Board shall prescribe rules and regulations as 4 are necessary to implement and administer the provisions of 5 this Section. 6 (Source: P.A. 89-4, eff. 1-1-96; 90-282, eff. 1-1-98.) 7 Section 40. The Northern Illinois University Law is 8 amended by changing Section 30-90 as follows: 9 (110 ILCS 685/30-90) 10 Sec. 30-90. Partial tuition waivers. 11 (a) As used in this Section, "Illinois college or 12 university" means any of the following: the University of 13 Illinois, Southern Illinois University, Chicago State 14 University, Eastern Illinois University, Governors State 15 University, Illinois State University, Northeastern Illinois 16 University, Northern Illinois University, and Western 17 Illinois University. 18 (b) Each year the Board of Northern Illinois University 19 shall offer 50% tuition waivers for undergraduate education 20 at any campus under its governance to the children of (i) 21 employees of an Illinois college or university who have been 22 employed by any one or by more than one Illinois college or 23 university for an aggregate period of at least 7 years or 24 (ii) persons receiving a retirement or disability retirement 25 annuity under the Illinois Pension Code based on at least 20 26 years of service with one or more than one Illinois college 27 or university, including persons who already are receiving 28 such an annuity on the effective date of this amendatory Act 29 of the 92nd General Assembly. To be eligible to receive a 30 partial tuition waiver, the child of an employee of an 31 Illinois college or university (i) must be under the age of 32 25 at the commencement of the academic year during which the -12- LRB9216018NTsb 1 partial tuition waiver is to be effective, and (ii) must 2 qualify for admission to Northern Illinois University under 3 the same admissions requirements, standards and policies 4 which Northern Illinois University applies to applicants for 5 admission generally to its respective undergraduate colleges 6 and programs. 7 (c) Subject to the provisions and limitations of 8 subsection (b), an eligible applicant who has continued to 9 maintain satisfactory academic progress toward graduation may 10 have his or her partial tuition waiver renewed until the time 11 as he or she has expended 4 years of undergraduate partial 12 tuition waiver benefits under this Section. 13 (d) No partial tuition waiver offered or allocated to 14 any eligible applicant in accordance with the provisions of 15 this Section shall be charged against any tuition waiver 16 limitation established by the Illinois Board of Higher 17 Education. 18 (e) The Board shall prescribe rules and regulations as 19 are necessary to implement and administer the provisions of 20 this Section. 21 (Source: P.A. 89-4, eff. 1-1-96; 90-282, eff. 1-1-98.) 22 Section 45. The Western Illinois University Law is 23 amended by changing Section 35-90 as follows: 24 (110 ILCS 690/35-90) 25 Sec. 35-90. Partial tuition waivers. 26 (a) As used in this Section, "Illinois college or 27 university" means any of the following: the University of 28 Illinois, Southern Illinois University, Chicago State 29 University, Eastern Illinois University, Governors State 30 University, Illinois State University, Northeastern Illinois 31 University, Northern Illinois University, and Western 32 Illinois University. -13- LRB9216018NTsb 1 (b) Each year the Board of Western Illinois University 2 shall offer 50% tuition waivers for undergraduate education 3 at any campus under its governance to the children of (i) 4 employees of an Illinois college or university who have been 5 employed by any one or by more than one Illinois college or 6 university for an aggregate period of at least 7 years or 7 (ii) persons receiving a retirement or disability retirement 8 annuity under the Illinois Pension Code based on at least 20 9 years of service with one or more than one Illinois college 10 or university, including persons who already are receiving 11 such an annuity on the effective date of this amendatory Act 12 of the 92nd General Assembly. To be eligible to receive a 13 partial tuition waiver, the child of an employee of an 14 Illinois college or university (i) must be under the age of 15 25 at the commencement of the academic year during which the 16 partial tuition waiver is to be effective, and (ii) must 17 qualify for admission to Western Illinois University under 18 the same admissions requirements, standards and policies 19 which Western Illinois University applies to applicants for 20 admission generally to its respective undergraduate colleges 21 and programs. 22 (c) Subject to the provisions and limitations of 23 subsection (b), an eligible applicant who has continued to 24 maintain satisfactory academic progress toward graduation may 25 have his or her partial tuition waiver renewed until the time 26 as he or she has expended 4 years of undergraduate partial 27 tuition waiver benefits under this Section. 28 (d) No partial tuition waiver offered or allocated to 29 any eligible applicant in accordance with the provisions of 30 this Section shall be charged against any tuition waiver 31 limitation established by the Illinois Board of Higher 32 Education. 33 (e) The Board shall prescribe rules and regulations as 34 are necessary to implement and administer the provisions of -14- LRB9216018NTsb 1 this Section. 2 (Source: P.A. 89-4, eff. 1-1-96; 90-282, eff. 1-1-98.) 3 Section 99. Effective date. This Act takes effect on 4 July 1, 2002.
