92_SB1686gms State of Illinois OFFICE OF THE GOVERNOR Springfield, Illinois 62706 George H. Ryan GOVERNOR July 25, 2002 To the Honorable Members of The Illinois Senate 92nd General Assembly Pursuant to Article IV, Section 9(b) of the Illinois Constitution of 1970, I hereby veto Senate Bill 1686 entitled "AN ACT concerning the regulation of professions." Senate Bill 1686 amends the Regulatory Sunset Act to extend the repeal of the Professional Counselor and Clinical Professional Counselor Licensing Act to January 1, 2013. This bill would continue the licensure and regulation of the professional counseling profession in Illinois and incorporate clean-up language sought by the Department of Professional Regulation. I fully support the provisions in Senate Bill 1686; however, I have already signed into law House Bill 3993 that contains identical provisions. For this reason, I hereby veto and return Senate Bill 1686. Sincerely, George H. Ryan GOVERNOR
