RECYCLING AND WASTE MANAGEMENT 8 Section 10. The sum of $9,200,000, or as much thereof as 9 may be necessary, is appropriated from the Solid Waste 10 Management Fund to the Department of Commerce and Community 11 Affairs for financial assistance for recycling and reuse in 12 accordance with Section 22.15 of the Environmental Protection 13 Act, the Illinois Solid Waste Management Act and the Solid 14 Waste Planning and Recycling Act, including prior year costs. 15 Section 11. The amount of $75,000, or so much thereof 16 as may be necessary, is appropriated from the Solid Waste 17 Management Fund to the Department of Commerce and Community 18 Affairs for deposit in the Keep Illinois Beautiful Fund. 19 Section 12. The sum of $4,773,100, or so much thereof as 20 may be necessary, is appropriated from the Used Tire 21 Management Fund to the Department of Commerce and Community 22 Affairs for the purposes as provided for in Section 55.6 of 23 the Environmental Protection Act, including prior year costs. 24 Section 13. The amount of $1,335,000, or so much thereof 25 as may be necessary, is appropriated from the Solid Waste 26 Management Revolving Loan Fund to the Department of Commerce 27 and Community Affairs for solid waste loans. 28 GENERAL ADMINISTRATION 29 GRANTS-IN-AID -18- BOB-DCCA02 1 Section 14. The sum of $10,765,800, or so much thereof 2 as may be necessary, is appropriated from the General Revenue 3 Fund to the Department of Commerce and Community Affairs for 4 the State's Share of State's Attorneys' and Assistant State's 5 Attorneys' salaries, including prior year costs. 6 Section 15. The sum of $663,000, or so much thereof as 7 may be necessary, is appropriated from the General Revenue 8 Fund to the Department of Commerce and Community Affairs for 9 the annual stipend for sheriffs as provided in subsection (d) 10 of Section 4-6003 and Section 4-8002 of the Counties Code. 11 TOURISM 12 GRANTS-IN-AID 13 Section 16. The following named amounts, or so much 5 thereof as may be necessary, are appropriated to the 6 Department of Commerce and Community Affairs for Grants and 7 Loans pursuant to 20 ILCS 665/8a: 8 Payable from the Tourism Promotion Fund ........ $ 5,750,000 9 Payable from the Tourism Attraction 10 Development Matching Grant Fund .............. 100,000 11 Total $5,850,000 12 Section 19. The amount of $500,000, or so much thereof 2 as may be necessary, is appropriated from the Grape and Wine 3 Resource Fund to the Department of Commerce and Community 4 Affairs for a grant to the Grape and Wine Resources Council 5 for operational expenses, pursuant to 235 ILCS 5/12-4. 6 Section 23. The amount of $11,000,000, or so much 7 thereof as may be necessary, is appropriated from the 8 International Tourism Fund to the Department of Commerce and 9 Community Affairs for grants, contracts and administrative 10 expenses pursuant to 20 ILCS 605/605-707, including prior 11 year costs. 12 Section 24. The amount of $2,000,000, or so much thereof 13 as may be necessary, is appropriated from the International 14 Tourism Fund to the Department of Commerce and Community 15 Affairs for a grant for the Abraham Lincoln Presidential 16 Library and Museum. 17 Section 25. The sum of $50,000, or so much thereof as 18 may be necessary and remains unexpended at the close of 19 business on June 30, 2001, from reappropriations heretofore 20 made for such purpose in Article 75, Section 27 of Public Act 21 91-706, as amended, is reappropriated from the General 22 Revenue Fund to the Department of Commerce and Community 23 Affairs for a study of the Convention and Sports Arena in 24 Joliet. 25 TECHNOLOGY AND INDUSTRIAL COMPETITIVENESS 26 GRANTS-IN-AID 27 Section 26. The following named amount of $317,800, or 28 so much thereof as may be necessary, is appropriated from the 29 General Revenue Fund to the Department of Commerce and -21- BOB-DCCA02 1 Community Affairs for providing labor management grants and 2 resources. 3 Section 27. The amount of $300,000, or so much thereof 4 as may be necessary, is appropriated from the General Revenue 5 Fund to the Department of Commerce and Community Affairs for 6 all costs relating to the Center for Safe Food for Small 7 Business at the Illinois Institute of Technology. 8 Section 28. The amount of $27,719,600, or so much 9 thereof as may be necessary, is appropriated from the General 10 Revenue Fund to the Department of Commerce and Community 11 Affairs for Industrial Development Grants to supplement 12 training programs to provide on-the-job training 13 demonstration projects and for training grants to assist 14 dislocated manufacturing workers and farmers and for 15 Industrial Development Grants to supplement training programs 16 to provide on-the-job training demonstration projects 17 including prior year costs. 18 Section 29. The amount of $8,191,600, or so much thereof 19 as may be necessary, is appropriated to the Department of 20 Commerce and Community Affairs from the General Revenue Fund 21 for technology related grants, loans, investments, and 22 administrative expenses pursuant to the Technology 23 Advancement and Development Act, including prior year costs. 24 Section 29.1. The amount of $2,000,000, or so much thereof 4 as may be necessary, is appropriated from the Tobacco 5 Settlement Recovery Fund to the Department of Commerce and 6 Community Affairs for a grant to Argonne National Laboratory 7 for the Rare Isotope Accelerator. 8 Section 35.1. The amount of $1,000,000, or so much 9 thereof as may be necessary, is appropriated from the Tobacco 10 Settlement Recovery Fund to the Department of Commerce and 11 Community Affairs for a grant to the IIT Center for Advanced 12 Information Processing. 13 Section 36. The amount of $34,000,000, or so much 14 thereof as may be necessary and remains unexpended at the 15 close of business on June 30, 2001, from an appropriation 16 heretofore made in Article 75, Section 1262 of Public Act 17 91-706, as amended, is reappropriated from the Capital 18 Development Fund to the Department of Commerce and Community 19 Affairs for a grant to the DuPage Airport Authority for 20 planning, design and access infrastructure related to the 21 hi-tech business campus. 22 Section 37. The amount of $6,000,000, or so much thereof 23 as may be necessary and remains unexpended at the close of 24 business on June 30, 2001, from an appropriation heretofore 25 made in Article 75, Section 36 of Public Act 91-706, as 26 amended, is reappropriated from the Capital Development Fund 27 to the Department of Commerce and Community Affairs for a 28 grant for planning, design, construction, and all other costs 29 associated with a new Ford Technical Training Center. -24- BOB-DCCA02 1 Section 38. The amount of $6,655,400, or so much thereof 7 as may be necessary, is appropriated to the Department of 8 Commerce and Community Affairs from the New Technology 9 Recovery Fund for purposes of technology related grants, 10 loans, investments, and administrative expenses pursuant to 11 the Technology Advancement and Development Act, including 12 prior year costs. 13 Section 40. The amount of $2,000,000, or so much thereof 14 as may be necessary, is appropriated to the Department of 15 Commerce and Community Affairs from the Illinois Equity Fund 16 for the purpose of grants, loans, and investments in 17 accordance with the provisions of Public Act 84-0109, as 18 amended. 19 BUSINESS DEVELOPMENT 20 GRANTS-IN-AID 21 Section 41. The following named amounts, or so much 22 thereof as may be necessary, are appropriated to the 23 Department of Commerce and Community Affairs for grants for 24 Small Business Development Centers, including prior year 25 costs: 26 Payable from General Revenue Fund ............ $ 2,612,000 27 Payable from Commerce and Community 28 Assistance Fund ............................. 1,800,000 29 Total $4,412,000 30 Section 42. The amount of $13,000,000, or so much -25- BOB-DCCA02 1 thereof as may be necessary, is appropriated to the 2 Department of Commerce and Community Affairs from the 3 Illinois Capital Revolving Loan Fund for the purpose of 4 grants, loans, and investments in accordance with the 5 provisions of Public Act 84-0109, as amended. 6 Section 43. The amount of $15,000,000, or so much 7 thereof as may be necessary, is appropriated to the 8 Department of Commerce and Community Affairs from the Large 9 Business Attraction Fund for the purpose of grants, loans, 10 investments, and administrative expenses in accordance with 11 Article 10 of the Build Illinois Act. 12 Section 44. The following named amount of $402,100, or 13 so much there of as may be necessary, and allowable using 14 funds from the U.S. Department of Defense or from earned 15 revenue, is appropriated to the Department of Commerce and 16 Community Affairs from the Urban Planning Assistance Fund, 17 for the U.S. Department of Defense Procurement Assistance 18 Program, including prior year costs. 19 Section 45. The following named amount of $4,000,000, or 20 so much thereof as may be necessary, is appropriated to the 21 Department of Commerce and Community Affairs from the 22 Commerce and Community Assistance Fund for administration and 23 grant expenses relating to Small Business Development 24 Management and Technical Assistance, Labor Management 25 Programs for New and Expanding Businesses, and economic and 26 technological assistance to Illinois communities and units of 27 local government, including prior year costs. 28 Section 46. The following named amount of $545,800, or 29 so much thereof as may be necessary, is appropriated from the 30 General Revenue Fund to the Department of Commerce and -26- BOB-DCCA02 1 Community Affairs for the purpose of providing grants to 2 existing procurement centers to expand participation in the 3 government contracting process and to increase the 4 opportunities for purchasing outsourcing among Illinois 5 suppliers. 6 Section 47. The amount of $1,008,300, or so much thereof 7 as may be necessary, is appropriated from the Small Business 8 Environmental Assistance Fund to the Department of Commerce 9 and Community Affairs for expenses of the Small Business 10 Environmental Assistance Program. 11 Section 48. The sum of $1,400,000, or so much thereof as 12 may be necessary, is appropriated from the Commerce and 13 Community Assistance Fund to the Department of Commerce and 14 Community Affairs for administration and grant expenses of 15 the National Institute of Standards and Technology and State 16 Technology Extension Program, including prior year costs. 17 Section 49. The amount of $20,015,200, or so much 18 thereof as may be necessary, is appropriated to the 19 Department of Commerce and Community Affairs from the Public 20 Infrastructure Construction Loan Revolving Fund for the 21 purpose of grants, loans, investments, and administrative 22 expenses in accordance with Article 8 of the Build Illinois 23 Act. 24 Section 50. The sum of $10,000, or so much thereof as 25 may be necessary and as remains unexpended at the close of 26 business on June 30, 2001, from reappropriations heretofore 27 made for such purpose in Article 75, Section 49 of Public Act 28 91-706, as amended, is reappropriated from the General 29 Revenue Fund to the Department of Commerce and Community 30 Affairs for a grant to the Village of Smithboro for expenses -27- BOB-DCCA02 1 related to economic development programs. 2 Section 51. The amount of $2,500,000, new appropriation, 3 is appropriated, and the amount of $3,500,000, or so much 4 thereof as may be necessary and as remains unexpended at the 5 close of business on June 30, 2001, from a reappropriation 6 heretofore made for such purpose in Article 75, Section 50 of 7 Public Act 91-706, as amended, is reappropriated from the 8 Capital Development Fund to the Department of Commerce and 9 Community Affairs for a grant to Argonne National Laboratory 10 for the "TRUE GRID I-WIRE" Program. 11 COAL DEVELOPMENT AND MARKETING 12 GRANTS-IN-AID 13 Section 52. The amount of $2,500,000, or so much thereof 14 as may be necessary, is appropriated from the Institute of 15 Natural Resources Special Projects Fund to the Department of 16 Commerce and Community Affairs for the purpose of disbursing 17 federal grant funds for coal related projects, including coal 18 desulfurization research and development, including prior 19 year costs. 20 Section 53. The amount of $6,000,000, or so much thereof 21 as may be necessary, is appropriated to the Department of 22 Commerce and Community Affairs from the Coal Development Fund 23 for the Coal Demonstration Program. 24 Section 54. The amounts of $22,000,000 and $1,551,947, 25 or so much thereof as may be necessary and remain unexpended 26 at the close of business on June 30, 2001, from an 27 appropriation and reappropriation heretofore made in Article 28 75, Section 54 of Public Act 91-706, as amended, are 29 reappropriated from the Coal Development Fund to the -28- BOB-DCCA02 1 Department of Commerce and Community Affairs for the purpose 2 of providing partial funds for planning, design, engineering 3 and testing, and construction of a low emissions boiler 4 system for Illinois high-sulfur coals. 5 No contract shall be entered into or obligation incurred 6 for any expenditure from appropriations made in this Section 7 of this Article until after the purpose and amounts have been 8 approved in writing by the Governor. 9 Section 55. The amount of $3,500,000, and the amount of 10 $3,050,000, or so much thereof as may be necessary and remain 11 unexpended at the close of business on June 30, 2001, from an 12 appropriation and a reappropriation heretofore made in 13 Article 75, Section 55 of Public Act 91-706, as amended, are 14 reappropriated from the Coal Development Fund to the 15 Department of Commerce and Community Affairs for the purpose 16 of providing a grant to the City of Springfield for the 17 planning, design, engineering, testing, construction and 18 other associated costs for a scrubber to reduce sulphur 19 dioxide and other emissions. 20 No contract shall be entered into or obligation incurred 21 for any expenditure from appropriations made in this Section 22 of this Article until after the purpose and amounts have been 23 approved in writing by the Governor. 24 COMMUNITY DEVELOPMENT 25 GRANTS-IN-AID 26 Section 56. The amount of $1,000,000, or so much thereof 16 as may be necessary and as remains unexpended at the close of 17 business on June 30, 2001, from an appropriation heretofore 18 made for such purpose in Article 75, Section 1255 of Public 19 Act 91-706, as amended, is reappropriated from the Capital 20 Development Fund to the Department of Commerce and Community 21 Affairs for a grant to the city of Freeport to rehabilitate 22 and reconstruct Freeport Municipal Library. 23 Section 59. The amount of $1,500,000, or so much thereof 24 as may be necessary and as remains unexpended at the close of 25 business on June 30, 2001, from an appropriation heretofore 26 made for such purpose in Article 75, Section 1256 of Public 27 Act 91-706, as amended, is reappropriated from the Capital 28 Development Fund to the Department of Commerce and Community 29 Affairs for a grant to the city of Galena for sewer system 30 improvements. -30- BOB-DCCA02 1 Section 60. The sum of $2,000,000, or so much thereof as 2 may be necessary and as remains unexpended at the close of 3 business on June 30, 2001, from reappropriations heretofore 4 made for such purpose in Article 75, Section 57 of Public Act 5 91-706, as amended, is reappropriated from the Capital 6 Development Fund to the Department of Commerce and Community 7 Affairs for all costs associated with the construction of 8 Vision Home. 9 Section 61. The sum of $21,000,000, or so much thereof 10 as may be necessary and as remains unexpended at the close of 11 business on June 30, 2001, from reappropriations heretofore 12 made for such purpose in Article 75, Section 1267 of Public 13 Act 91-706, as amended, is reappropriated from the Capital 14 Development Fund to the Department of Commerce and Community 15 Affairs for a grant to the Cook County Forest Preserve for 16 infrastructure improvements. 17 Section 62. The sum of $375,000, or so much thereof as 18 may be necessary and as remains unexpended at the close of 19 business on June 30, 2001, from reappropriations heretofore 20 made for such purpose in Article 75, Section 58 of Public Act 21 91-706, as amended, is reappropriated from the Capital 22 Development Fund to the Department of Commerce and Community 23 Affairs for a grant to the City of Savanna to provide 24 infrastructure for a lodge to be constructed adjacent to 25 Mississippi Palisades State Park. 26 Section 63. The amounts of $2,980,000, and $4,000,000, 27 or so much thereof as may be necessary and as remains 28 unexpended at the close of business on June 30, 2001, from 29 appropriations and reappropriations heretofore made for such 30 purpose in Article 75, Section 59 and Section 77, 31 respectively, of Public Act 91-706, as amended, is -31- BOB-DCCA02 1 reappropriated from the General Revenue Fund to the 2 Department of Commerce and Community Affairs for the purpose 3 of making grants to community organizations, not-for-profit 4 corporations, or local governments linked to the development 5 of job creation projects that would increase economic 6 development in economically depressed areas within the state. 7 Section 64. The sum of $200,000, or so much thereof as 8 may be necessary and as remains unexpended at the close of 9 business on June 30, 2001, from reappropriations heretofore 10 made for such purpose in Article 75, Section 60 of Public Act 11 91-706, as amended, is reappropriated from the General 12 Revenue Fund to the Department of Commerce and Community 13 Affairs for the purpose of making grants to community 14 organizations and units of local government. 15 Section 65. The amount of $200,000,000, or so much 16 thereof as may be necessary, is appropriated to the 17 Department of Commerce and Community Affairs from the Low 18 Income Home Energy Assistance Block Grant Fund for grants to 19 eligible recipients under the Low Income Home Energy 20 Assistance Act of 1981, including reimbursement for costs in 21 prior years. 22 Section 66. The amount of $90,089,800, or so much 23 thereof as may be necessary, is appropriated to the 24 Department of Commerce and Community Affairs from the 25 Supplemental Low-Income Energy Assistance Fund for grants and 26 administrative expenses pursuant to Section 13 of the Energy 27 Assistance Act of 1989, as amended, including prior year 28 costs. 29 Section 67. The following named amount of $160,000,000, 30 or so much thereof as may be necessary, is appropriated to -32- BOB-DCCA02 1 the Department of Commerce and Community Affairs from the 2 Community Development/Small Cities Block Grant Fund for 3 grants to local units of government or other eligible 4 recipients as defined in the Community Development Amendments 5 of 1981 for Illinois cities with populations under 50,000, 6 including reimbursement for costs in prior years. 7 Section 68. The following named amount of $45,000,000, 8 or so much thereof as may be necessary, is appropriated to 9 the Department of Commerce and Community Affairs from the 10 Community Services Block Grant Fund for grants to eligible 11 recipients as defined in the Community Services Block Grant 12 Act, including reimbursement for costs in prior years. 13 No more than 15% of the funds allocated to Community 14 Action Agencies and other local recipients under the 15 Community Services Block Grant, may be required by the 16 Department to be utilized to implement programs established 17 by the Department. 18 Section 69. The following named amount of $173,200, or 19 so much thereof as may be necessary, and as remains 20 unexpended at the close of business on June 30, 2001 from 21 reappropriations heretofore made in Article 75, Section 65 of 22 Public Act 91-706, as amended, is reappropriated from the 23 Illinois Civic Center Bond Fund to the Department of Commerce 24 and Community Affairs for the payment of grants on projects 25 certified under the Metropolitan Civic Center Support Act for 26 construction of civic centers. 27 Section 70. The sum of $2,374,100, or so much thereof 11 as may be necessary and remains unexpended at the close of 12 business on June 30, 2001, from a reappropriation heretofore 13 made in Article 75, Section 1209 of Public Act 91-706, as 14 amended, is reappropriated from the Fund for Illinois' Future 15 to the Department of Commerce and Community Affairs for 16 grants to units of local government, educational facilities 17 and not-for-profit organizations for municipal, recreational, 18 educational, and public safety infrastructure improvements 19 and other expenses, including but not limited to training, 20 planning, construction, reconstruction, renovation, 21 utilities, and equipment, and all costs associated with 22 economic development programs, educational training and 23 programs, community services, public health programs, and 24 public safety programs. 25 Section 249. The sum of $741,000, or so much thereof as 26 may be necessary and remains unexpended at the close of 27 business on June 30, 2001, from a reappropriation heretofore 28 made in Article 75, Section 1210 of Public Act 91-706, as 29 amended, is reappropriated from the Fund for Illinois' Future 30 to the Department of Commerce and Community Affairs for 31 grants to units of local government, educational facilities 32 and not-for-profit organizations for infrastructure -82- BOB-DCCA02 1 improvements including, but not limited to salaries, 2 miscellaneous operational expenses, program expenses, and 3 material and printing costs, and planning, construction, 4 reconstruction, renovation, utilities and equipment. 5 Section 250. The amount of $20,000, or so much thereof 6 as may be necessary and remains unexpended at the close of 7 business on June 30, 2001, from a reappropriation heretofore 8 made in Article 75, Section 1213 of Public Act 91-706, as 9 amended, is reappropriated from the Fund for Illinois' Future 10 to the Department of Commerce and Community Affairs for a 11 one-time grant to the Southland Chamber of Commerce. 12 Section 251. The amount of $3,000,000, or so much 13 thereof as may be necessary and remains unexpended at the 14 close of business on June 30, 2001, from a reappropriation 15 heretofore made in Article 75, Section 1214 of Public Act 16 91-706, as amended, is reappropriated from the Fund for 17 Illinois' Future to the Department of Commerce and Community 18 Affairs to provide grants for urban assistance in distressed 19 communities. 20 Section 252. The sum of $9,776,500, or so much thereof 21 as may be necessary and remains unexpended at the close of 22 business on June 30, 2001, from reappropriations heretofore 23 made for such purposes in Article 75, Section 1216 of Public 24 Act 91-706, as amended, is reappropriated from the Capital 25 Development Fund to the Department of Commerce and Community 26 Affairs for grants to governmental units and educational 27 facilities for all costs associated with infrastructure 28 improvements. 29 Section 253. The sum of $7,288,600, or so much thereof 30 as may be necessary and remains unexpended at the close of -83- BOB-DCCA02 1 business on June 30, 2001, from a reappropriation heretofore 2 made in Article 75, Section 1217 of Public Act 91-706, as 3 amended, is reappropriated from the Fund for Illinois' Future 4 to the Department of Commerce and Community Affairs for the 5 administrative costs associated with the Department's 6 facilitation of infrastructure improvements, or for grants to 7 governmental units and educational facilities and 8 not-for-profit organizations for all costs associated with 9 infrastructure improvements, miscellaneous purchases, and 10 operating expenses. 11 Section 254. The sum of $3,015,100, or so much thereof 12 as may be necessary and remains unexpended at the close of 13 business on June 30, 2001, from reappropriations heretofore 14 made for such purposes in Article 75, Section 1220 of Public 15 Act 91-706, as amended, is reappropriated from the Fund for 16 Illinois' Future to the Department of Commerce and Community 17 Affairs for grants to units of local government, educational 18 facilities and not-for-profit organizations for education and 19 training, infrastructure improvements and other capital 20 projects, including but not limited to planning, 21 construction, reconstruction, equipment, utilities and 22 vehicles, and all costs associated with economic development 23 programs, community service programs, public health programs, 24 public safety programs, and other programs and activities. 25 Section 255. The amount of $200,000, or so much thereof 26 as may be necessary and remains unexpended at the close of 27 business on June 30, 2001, from reappropriations heretofore 28 made for such purposes in Article 75, Section 1224 of Public 29 Act 91-706, as amended, is reappropriated from the Capital 30 Development Fund to the Department of Commerce and Community 31 Affairs for grants to local governments for infrastructure 32 improvements. -84- BOB-DCCA02 1 Section 256. The sum of $1,200,000, or so much thereof 2 as may be necessary and remains unexpended at the close of 3 business on June 30, 2001, from reappropriations heretofore 4 made for such purposes in Article 75, Section 1227 of Public 5 Act 91-706, as amended, is reappropriated from the Capital 6 Development Fund to the Department of Commerce and Community 7 Affairs for all costs associated with construction of a pool 8 at Wolf Lake in the City of Chicago. 9 Section 257. The sum of $30,000, or so much thereof as 10 may be necessary and remains unexpended at the close of 11 business on June 30, 2001, from reappropriations heretofore 12 made for such purposes in Article 75, Section 1229 of Public 13 Act 91-706, as amended, is reappropriated from the Fund for 14 Illinois' Future to the Department of Commerce and Community 15 Affairs for a grant to the Little Village Chamber of 16 Commerce. 17 Section 258. The sum of $50,000, or so much thereof as 18 may be necessary and remains unexpended at the close of 19 business on June 30, 2001, from reappropriations heretofore 20 made for such purposes in Article 75, Section 1230 of Public 21 Act 91-706, as amended, is reappropriated from the Fund for 22 Illinois' Future to the Department of Commerce and Community 23 Affairs for a grant to the Chicago Park District for Hoyne 24 Park. 25 Section 259. The sum of $30,000, or so much thereof as 26 may be necessary and remains unexpended at the close of 27 business on June 30, 2001, from reappropriations heretofore 28 made for such purposes in Article 75, Section 1231 of Public 29 Act 91-706, as amended, is reappropriated from the Fund for 30 Illinois' Future to the Department of Commerce and Community 31 Affairs for a grant to the 47th Street Chamber of Commerce. -85- BOB-DCCA02 1 Section 260. The sum of $35,000, or so much thereof as 2 may be necessary and remains unexpended at the close of 3 business on June 30, 2001, from reappropriations heretofore 4 made for such purposes in Article 75, Section 1233 of Public 5 Act 91-706, as amended, is reappropriated from the Fund for 6 Illinois' Future to the Department of Commerce and Community 7 Affairs for a grant to the Lakeview Alternative High School. 8 Section 261. The amount of $56,229,900, or so much 9 thereof as may be necessary, and remains unexpended at the 10 close of business on June 30, 2001, from an appropriation 11 heretofore made in Article 75, Section 1241 of Public Act 12 91-706, as amended, is reappropriated from the Fund for 13 Illinois' Future to the Department of Commerce and Community 14 Affairs for the administrative costs associated with the 15 Department's facilitation of infrastructure improvements, or 16 for grants to governmental units, educational facilities, and 17 not-for-profit organizations for all costs associated with 18 but not limited to infrastructure improvements, miscellaneous 19 purchases, and operating expenses. 20 Section 262. The amount of $29,902,500, or so much 21 thereof as may be necessary, and remains unexpended at the 22 close of business on June 30, 2001, from an appropriation 23 heretofore made in Article 75, Section 1242 of Public Act 24 91-706, as amended, is reappropriated from the Capital 25 Development Fund to the Department of Commerce and Community 26 Affairs for grants to governmental units, educational 27 facilities and not-for-profit organizations for all costs 28 associated with but not limited to infrastructure 29 improvements. 30 Section 263. The amount of $53,963,500, or so much 31 thereof as may be necessary, and remains unexpended at the -86- BOB-DCCA02 1 close of business on June 30, 2001, from an appropriation 2 heretofore made in Article 75, Section 1246 of Public Act 3 91-706, as amended is reappropriated from the Fund for 4 Illinois' Future to the Department of Commerce and Community 5 Affairs for grants to units of local government, educational 6 facilities and not-for-profit organizations for education and 7 training, infrastructure improvements and other capital 8 projects, including but not limited to planning, 9 construction, reconstruction, equipment, utilities and 10 vehicles, and all costs associated with economic development 11 programs, community service programs, public health programs, 12 public safety programs, and other programs and activities. 13 Section 264. The amount of $30,757,400, or so much 14 thereof as may be necessary, and remains unexpended at the 15 close of business on June 30, 2001, from an appropriation 16 heretofore made in Article 75, Section 1247 of Public Act 17 91-706, as amended is reappropriated from the Capital 18 Development Fund to the Department of Commerce and Community 19 Affairs for grants to units of local government and 20 educational facilities for all costs associated with 21 infrastructure improvements and capital projects, including 22 equipment and vehicles. 23 Section 265. The amount of $14,408,200, or so much 24 thereof as may be necessary, and remains unexpended at the 25 close of business on June 30, 2001, from an appropriation 26 heretofore made in Article 75, Section 1257 of Public Act 27 91-706, as amended, is reappropriated from the Fund for 28 Illinois' Future to the Department of Commerce and Community 29 Affairs for all costs associated with grants to various units 30 of local government, community, civic, not-for-profit, 31 educational facilities and business development organizations 32 for the purpose of grants which include, but are not limited -87- BOB-DCCA02 1 to, one-time operating assistance, construction, 2 rehabilitation, equipment purchases, and any other necessary 3 costs. 4 Section 266. The sum of $22,317,800, or so much thereof 5 as may be necessary and remains unexpended at the close of 6 business on June 30, 2001, from an appropriation heretofore 7 made in Article 75, Section 1259 of Public Act 91-706, as 8 amended is reappropriated from the Capital Development Fund 9 to the Department of Commerce and Community Affairs for 10 grants to units of local government, and educational 11 facilities for all costs associated with infrastructure 12 improvements and capital projects, including equipment and 13 vehicles. 14 Section 267. The sum of $54,509,800, or so much thereof 15 as may be necessary, and remains unexpended at the close of 16 business on June 30, 2001, from an appropriation heretofore 17 made in Article 75, Section 1260 of Public Act 91-706, as 18 amended, is reappropriated from the Fund for Illinois' Future 19 to the Department of Commerce and Community Affairs for 20 grants to units of local government, educational facilities, 21 and not-for-profit organizations for infrastructure 22 improvements including, but not limited to planning, 23 construction, reconstruction, equipment, utilities, vehicles 24 and all costs associated with economic development, community 25 programs, educational programs, public health and public 26 safety. 27 Section 268. The amount of $10,000,000, or so much 28 thereof as may be necessary, and remains unexpended at the 29 close of business on June 30, 2001, from an appropriation 30 heretofore made in Article 75, Section 1263 of Public Act 31 91-706, as amended, is reappropriated from the Fund for -88- BOB-DCCA02 1 Illinois' Future to the Department of Commerce and Community 2 Affairs for grants to units of local government, educational 3 facilities and not-for-profit organizations for expenses and 4 infrastructure improvements, including but not limited to 5 planning, construction, reconstruction, renovation, utilities 6 and equipment. 7 Section 269. The amount of $17,356,000, or so much 8 thereof as may be necessary, and remains unexpended at the 9 close of business on June 30, 2001, from an appropriation 10 heretofore made in Article 75, 1264 of Public Act 91-706, as 11 amended, is reappropriated from the Fund for Illinois' Future 12 to the Department of Commerce and Community Affairs for all 13 costs associated with grants to various units of local 14 government, community, civic, not-for-profit, educational 15 facilities and business development organizations for the 16 purpose of grants which include, but are not limited to, 17 one-time operating assistance, construction, rehabilitation, 18 equipment purchases, and any other necessary costs. 19 Section 270. The amount of $17,500,000, or so much 20 thereof as may be necessary, and remains unexpended at the 21 close of business on June 30, 2001, from an appropriation 22 heretofore made in Article 75, Section 1265 of Public Act 23 91-706, as amended, is reappropriated from the Fund for 24 Illinois' Future to the Department of Commerce and Community 25 Affairs for all costs associated with grants to various units 26 of local government, community, civic, not-for-profit, 27 educational facilities and business development organizations 28 for the purpose of grants which include, but are not limited 29 to, one-time operating assistance, construction, 30 rehabilitation, equipment purchases, and any other necessary 31 costs. -89- BOB-DCCA02 1 Section 271. The amount of $9,850,000, or so much 2 thereof as may be necessary, and remains unexpended at the 3 close of business on June 30, 2001, from an appropriation 4 heretofore made in Article 75, Section 1265 of Public Act 5 91-706, as amended, is reappropriated from the Capital 6 Development Fund to the Department of Commerce and Community 7 Affairs for all costs associated with various construction 8 and/or rehabilitation projects, and equipment purchases for 9 various units of local government, educational facilities and 10 other eligible entities. 11 Section 272. The amount of $75,000, or so much thereof 12 as may be necessary and remains unexpended at the close of 13 business on June 30, 2001, from an appropriation heretofore 14 made in Article 75, Section 1270 of Public Act 91-706, as 15 amended, is reappropriated to the Department of Commerce and 16 Community Affairs from the Fund for Illinois' Future for a 17 grant to the Illinois Youth Advocate Program. 18 Section 273. The amount of $15,000, or so much thereof 19 as may be necessary and remains unexpended at the close of 20 business on June 30, 2001, from an appropriation heretofore 21 made in Article 75, Section 1271 of Public Act 91-706, as 22 amended, is reappropriated to the Department of Commerce and 23 Community Affairs from the Fund for Illinois' Future for a 24 grant to the Tri-City Girls' Softball League. 25 Section 274. The amount of $150,000, or so much thereof 26 as may be necessary and remains unexpended at the close of 27 business on June 30, 2001, from an appropriation heretofore 28 made in Article 75, Section 1272 of Public Act 91-706, as 29 amended, is reappropriated to the Department of Commerce and 30 Community Affairs from the Fund for Illinois' Future for a 31 grant to the Pastors Network of Illinois. -90- BOB-DCCA02 1 Section 275. The amount of $100,000, or so much thereof 2 as may be necessary and remains unexpended at the close of 3 business on June 30, 2001, from an appropriation heretofore 4 made in Article 75, Section 1273 of Public Act 91-706, as 5 amended, is reappropriated to the Department of Commerce and 6 Community Affairs from the Fund for Illinois' Future for a 7 grant to the Valley Kingdom Ministries International. 8 Section 276. The amount of $35,000, or so much thereof 9 as may be necessary and remains unexpended at the close of 10 business on June 30, 2001, from an appropriation heretofore 11 made in Article 75, Section 1274 of Public Act 91-706, as 12 amended, is reappropriated to the Department of Commerce and 13 Community Affairs from the Fund for Illinois' Future for a 14 grant to the Village of Dolton for various improvements. 15 Section 999. Effective date. This Act takes effect on 16 July 1, 2001.
