92_SB1363 BOB-DNR02 1 AN ACT making appropriations. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 ARTICLE 1 5 CONSERVATION 2000 PROGRAM 6 Section 1. The amount of $5,250,000 is appropriated from 7 the Capital Development Fund to the Department of Natural 8 Resources for deposit into the Conservation 2000 Projects 9 Fund. 10 Section 2. The sum of $6,400,000, new appropriation, is 11 appropriated, and the sum of $8,965,700, or so much thereof 12 as may be necessary and as remains unexpended at the close of 13 business on June 30, 2001, from appropriations heretofore 14 made in Article 11, Section 2 of Public Act 91-706, as 15 amended, is reappropriated from the Conservation 2000 Fund to 16 the Department of Natural Resources for the Conservation 2000 17 Program to implement ecosystem-based management for Illinois' 18 natural resources. 19 Section 3. The sum of $5,250,000, or so much thereof as 20 may be necessary, is appropriated from the Conservation 2000 21 Projects Fund to the Department of Natural Resources for the 22 acquisition of land and long-term easements, and cost-shared 23 natural resource management practices for ecosystem-based 24 management of Illinois' natural resources, including grants 25 for such purposes. 26 Section 4. The sum of $13,673,000 or so much thereof as 27 may be necessary and as remains unexpended at the close of 28 business on June 30, 2001, from appropriations heretofore -2- BOB-DNR02 1 made for such purposes in Article 11, Sections 3 and 4 of 2 Public Act 91-706, as amended, is reappropriated from the 3 Conservation 2000 Projects Fund to the Department of Natural 4 Resources for the following projects at the approximate costs 5 set forth below: 6 Site M planning and development............... $ 7,737,100 7 Acquisition of land and long-term 8 easements, and cost-shared natural resource 9 management practices for ecosystem-based 10 management of Illinois' natural 11 resources, including grants for 12 such purposes ............................... 5,935,900 13 Total $13,673,000 14 Section 5. The sum of $9,500,000, new appropriation, is 25 appropriated and the sum of $15,937,000, less $720,900 to be 26 lapsed from the unexpended balance, or so much thereof as may 27 be necessary and as remains unexpended at the close of 28 business on June 30, 2001, from appropriations heretofore 29 made in Article 11, Section 6 of Public Act 91-706, as 30 amended, is reappropriated from the General Revenue Fund to 31 the Department of Natural Resources for the non-federal cost 32 share of a Conservation Reserve Enhancement Program to 33 establish long-term contracts and permanent conservation -6- BOB-DNR02 1 easements in the Illinois River Basin; to fund cost-share 2 assistance to landowners to encourage approved conservation 3 practices in environmentally sensitive and highly erodible 4 areas of the Illinois River Basin; and to fund the monitoring 5 of long term improvements of these conservation practices as 6 required in the Memorandum of Agreement between the State of 7 Illinois and the United States Department of Agriculture. 8 Section 7. The sum of $1,500,000, new appropriation, is 3 appropriated, and the sum of $3,051,400, or so much thereof 4 as may be necessary and as remains unexpended at the close of 5 business on June 30, 2001, from appropriations heretofore 6 made in Article 11, Section 24 of Public Act 91-706, as 7 amended, is reappropriated from the Park and Conservation 8 Fund to the Department of Natural Resources for the 9 development and maintenance of recreational trails and 10 trail-related projects authorized under the Intermodal 11 Surface Transportation Efficiency Act of 1991, provided such 12 amount shall not exceed funds to be made available for such 13 purposes from state or federal sources. 14 FOR WATERFOWL AREAS 15 Section 25. The sum of $1,000,000, or so much thereof as 21 may be necessary and as remains unexpended at the close of 22 business on June 30, 2001, from an appropriation heretofore 23 made in Article 11, Section 60 of Public Act 91-706, as 24 amended, is reappropriated from the General Revenue Fund to 25 the Department of Natural Resources for a grant to Tri-County 26 Park for operational expenses. 27 Section 59. The amount of $220,700, or so much thereof 28 as may be necessary and as remains unexpended at the close of 29 business on June 30, 2001, from an appropriation heretofore 30 made in Article 11, Section 61 of Public Act 91-706, as -50- BOB-DNR02 1 amended, is reappropriated from the Capital Development Fund 2 to the Department of Natural Resources for land acquisition 3 and development grants to units of local government in 4 conjunction with a flood hazard mitigation plan along 5 Butterfield Creek in cooperation with units of government. 6 Section 60. The sum of $725,000, new appropriation, is 7 appropriated and the sum of $3,114,100 or so much thereof as 8 may be necessary and as remains unexpended at the close of 9 business on June 30, 2001, from appropriations heretofore 10 made in Article 11, Section 62 of Public Act 91-706, as 11 amended, is reappropriated from the State Boating Act Fund to 12 the Department of Natural Resources for the administration 13 and payment of grants to local governmental units for the 14 construction, maintenance, and improvement of boat access 15 areas. 16 Section 61. The amount of $250,000, or so much thereof 17 as may be necessary and as remains unexpended at the close of 18 business on June 30, 2001, from an appropriation heretofore 19 made in Article 11, Section 63 of Public Act 91-706, as 20 amended, is reappropriated from the Capital Development Fund 21 to the Department of Natural Resources for a grant to the 22 Chicago Park District for all costs associated with a new 23 pool liner and related improvements of the swimming pool at 24 Sheridan Park. 25 Section 62. The amount of $300,000, or so much thereof 26 as may be necessary and as remains unexpended at the close of 27 business on June 30, 2001, from an appropriation heretofore 28 made in Article 11, Section 64 of Public Act 91-706, as 29 amended, is reappropriated from the Capital Development Fund 30 to the Department of Natural Resources for a grant to the 31 Lake County Forest Preserve District for all costs associated -51- BOB-DNR02 1 with construction and improvements on the Des Plaines River 2 Trail. 3 Section 63. The sum of $3,000,000, or so much thereof as 4 may be necessary and remains unexpended at the close of 5 business on June 30, 2001, from an appropriation heretofore 6 made in Article 11, Section 65 of Public Act 91-706, as 7 amended, is reappropriated from the General Revenue Fund to 8 the Department of Natural Resources for a grant to the DuPage 9 County Forest Preserve for all costs associated with the Salt 10 Creek Greenway. 11 Section 64. The sum of $3,000,000, or so much thereof as 12 may be necessary and as remains unexpended at the close of 13 business on June 30, 2001, from an appropriation heretofore 14 made in Article 11, Section 66 of Public Act 91-706, as 15 amended, is reappropriated from the General Revenue Fund to 16 the Department of Natural Resources for a grant to the Forest 17 Preserve District of DuPage County for all costs associated 18 with Phase III of the Salt Creek Greenway Development 19 project. 20 Section 65. The sum of $801,300, or so much thereof as 21 may be necessary and as remains unexpended at the close of 22 business on June 30, 2001, from an appropriation heretofore 23 made in Article 11, Section 67 of Public Act 91-706, as 24 amended, is reappropriated from the General Revenue Fund to 25 the Department of Natural Resources for a grant to the Forest 26 Preserve District of DuPage County for recreational 27 reconfiguration, natural resource protection and restoration, 28 and stormwater management related to the Oak Meadows and 29 Maple Meadows' facilities and grounds. 30 Section 66. The sum of $57,100, or so much thereof as may 9 be necessary and as remains unexpended at the close of 10 business on June 30, 2001, from an appropriation heretofore 11 made in Article 11, Section 72 of Public Act 91-706, as 12 amended, is reappropriated from the General Revenue Fund to 13 the Department of Natural Resources for a grant to the 14 Village of Willow Springs for renovation of parks and 15 equipment. 16 Section 68. The sum of $360,500, or so much thereof as 17 may be necessary and as remains unexpended at the close of 18 business on June 30, 2001, from an appropriation heretofore 19 made in Article 11, Section 76 of Public Act 91-706, as 20 amended, is reappropriated from the General Revenue Fund to 21 the Department of Natural Resources for a grant to the 22 Village of Buffalo Grove for a community pedestrian overpass. 23 Section 69. The sum of $200,000, or so much thereof as 24 may be necessary and as remains unexpended at the close of 25 business on June 30, 2001, from an appropriation heretofore 26 made in Article 11, Section 77 of Public Act 91-706, as 27 amended, is reappropriated from the General Revenue Fund to 28 the Department of Natural Resources for a grant to the 29 Village of Justice for bike paths. 30 Section 70. The sum of $750,000, or so much thereof as -53- BOB-DNR02 1 may be necessary and as remains unexpended at the close of 2 business on June 30, 2001, from an appropriation heretofore 3 made in Article 11, Section 80 of Public Act 91-706, as 4 amended, is reappropriated from the Capital Development Fund 5 to the Department of Natural Resources for a grant to the 6 Chicago Park District for all costs associated with the 7 acquisition, development, renovation, repair or construction, 8 and equipment for a regional indoor youth athletic facility. 9 Section 71. The sum of $500,000, new appropriation, is 5 appropriated and the sum of $482,500, or so much thereof as 6 may be necessary and as remains unexpended at the close of 7 business on June 30, 2001, from appropriations heretofore 8 made in Article 11, Section 85 of Public Act 91-706, as 9 amended, is reappropriated from the Off Highway Vehicle 10 Trails Fund to the Department of Natural Resources for grants 11 to units of local governments, not-for-profit organization, 12 and other groups to operate, maintain and acquire land for 13 off-highway vehicle trails and parks as provide for in the 14 Recreational Trails of Illinois Act, including 15 administration, enforcement, planning and implementation of 16 this Act. 17 Section 75. The sum of $150,000, new appropriation, is 18 appropriated from the State Migratory Waterfowl Stamp Fund to 19 the Department of Natural Resources for the payment of grants 20 for the development of waterfowl propagation areas within the 21 Dominion of Canada or the United States which specifically 22 provide waterfowl for the Mississippi Flyway as provided in 23 the "Wildlife Code", as amended. 24 Section 76. To the extent federal funds including 25 reimbursements are available for such purposes, the sum of 26 $100,000, new appropriation, is appropriated, and the sum of 27 $100,700 or so much thereof as may be necessary and as 28 remains unexpended at the close of business on June 30, 2001, 29 from an appropriation heretofore made in Article 11, Section 30 87 of Public Act 91-706, as amended, is reappropriated from 31 the Wildlife and Fish Fund to the Department of Natural -55- BOB-DNR02 1 Resources for construction and renovation of waste reception 2 facilities for recreational boaters, including grants for 3 such purposes authorized under the Clean Vessel Act. 4 Section 77. To the extent federal funds including 5 reimbursements are available for such purposes, the sum of 6 $200,000, or so much thereof as may be necessary, is 7 appropriated from the State Boating Act Fund to the 8 Department of Natural Resources for all costs for 9 construction and development of facilities for transient, 10 non-trailerable recreational boats, including grants for such 11 purposes and authorized under the Boating Infrastructure 12 Grant Program. 13 Section 78. The sum of $1,270,500, or so much thereof as 14 may be necessary, and as remains unexpended at the close of 15 business on June 30, 2001, from an appropriation heretofore 16 made in Article 11, Section 88 of Public Act 91-706, as 17 amended, is reappropriated from the Capital Development Fund 18 to the Department of Natural Resources for a grant to the 19 Illinois International Port District in Chicago for a marina, 20 associated recreational facilities, and necessary auxiliary 21 infrastructure improvements. 22 Section 79. The amount of $55,000, or so much thereof 12 as may be necessary and remains unexpended at the close of 13 business on June 30, 2001, from a reappropriation heretofore 14 made in Article 11, Section 218 of Public Act 91-706, 15 approved May 17, 2000, as amended, is reappropriated from the 16 Fund for Illinois' Future to the Department of Natural 17 Resources for a grant to F.P.D. of Cook County for the 18 purpose of capital improvements for Edgebrook Community 19 Center. 20 Section 167. The amount of $50,000, or so much thereof 21 as may be necessary and remains unexpended at the close of 22 business on June 30, 2001, from a reappropriation heretofore 23 made in Article 11, Section 219 of Public Act 91-706, 24 approved May 17, 2000, as amended, is reappropriated from the 25 Fund for Illinois' Future to the Department of Natural 26 Resources for a grant to Oak Park Township for the purpose of 27 park district improvements. 28 Section 168. The amount of $25,000, or so much thereof 29 as may be necessary and remains unexpended at the close of 30 business on June 30, 2001, from a reappropriation heretofore -81- BOB-DNR02 1 made in Article 11, Section 220 of Public Act 91-706, 2 approved May 17, 2000, as amended, is reappropriated from the 3 Fund for Illinois' Future to the Department of Natural 4 Resources for a grant to the Village of Broadview for the 5 purpose of improving Broadview Park District. 6 Section 169. The amount of $50,000, or so much thereof 7 as may be necessary and remains unexpended at the close of 8 business on June 30, 2001, from a reappropriation heretofore 9 made in Article 11, Section 223 of Public Act 91-706, 10 approved May 17, 2000, as amended, is reappropriated from the 11 Fund for Illinois' Future to the Department of Natural 12 Resources for a grant to Memorial Park-Park District for the 13 purpose of park district improvements. 14 Section 170. The amount of $50,000, or so much thereof 15 as may be necessary and remains unexpended at the close of 16 business on June 30, 2001, from a reappropriation heretofore 17 made in Article 11, Section 224 of Public Act 91-706, 18 approved May 17, 2000, as amended, is reappropriated from the 19 Fund for Illinois' Future to the Department of Natural 20 Resources for a grant to the City of Edwardsville for the 21 purpose of park development and purchasing equipment. 22 Section 171. The amount of $25,000, or so much thereof 23 as may be necessary and remains unexpended at the close of 24 business on June 30, 2001, from a reappropriation heretofore 25 made in Article 11, Section 226 of Public Act 91-706, 26 approved May 17, 2000, as amended, is reappropriated from the 27 Fund for Illinois' Future to the Department of Natural 28 Resources for a grant to the Village of Wonder Lake for the 29 purpose of purchasing a tractor and playground equipment. 30 Section 172. The sum of $2,000,000, or so much thereof 18 as may be necessary and remains unexpended at the close of 19 business on June 30, 2001, from a reappropriation heretofore 20 made for such purposes in Article 11, Section 229 of Public 21 Act 91-706, approved May 17, 2000, as amended, is 22 reappropriated from the Capital Development Fund to the 23 Department of Natural Resources for a grant to the Forest 24 Preserve District of DuPage County for all costs associated 25 with the West Branch Regional Trail. 26 Section 175. The sum of $3,000,000, or so much thereof 27 as may be necessary and remains unexpended at the close of 28 business on June 30, 2001, from a reappropriation heretofore 29 made for such purposes in Article 11, Section 230 of Public 30 Act 91-706, approved May 17, 2000, as amended, is 31 reappropriated from the Capital Development Fund to the -83- BOB-DNR02 1 Department of Natural Resources for a grant to the Forest 2 Preserve District of DuPage County for all costs associated 3 with Salt Creek Greenway. 4 Section 176. The sum of $5,000,000, or so much thereof 5 as may be necessary and remains unexpended at the close of 6 business on June 30, 2001, from a reappropriation heretofore 7 made for such purposes in Article 11, Section 231 of Public 8 Act 91-706, approved May 17, 2000, as amended, is 9 reappropriated from the Capital Development Fund to the 10 Department of Natural Resources for a grant to the Forest 11 Preserve District of DuPage County for all costs associated 12 with Oak Meadows and Maple Meadows and Green Meadows. 13 Section 177. The sum of $30,000, or so much thereof as 23 may be necessary and remains unexpended at the close of 24 business on June 30, 2001, from a reappropriation heretofore 25 made in Article 11, Section 233 of Public Act 91-706, 26 approved May 17, 2000, as amended, is reappropriated from the 27 Fund for Illinois' Future to the Department of Natural 28 Resources for a grant to the Friends of Chicago River for 29 improvement projects. 30 Section 179. The sum of $280,000, or so much thereof as 9 may be necessary and remains unexpended at the close of 10 business on June 30, 2001, from a reappropriation heretofore 11 made in Article 11, Section 235 of Public Act 91-706, 12 approved May 17, 2000, as amended, is reappropriated from the 13 Fund for Illinois' Future to the Department of Natural 14 Resources for a grant to the Fon du Lac Park District for 15 land acquisition. 16 Section 181. The sum of $500,000, or so much thereof as 27 may be necessary and remains unexpended at the close of 28 business on June 30, 2001, from a reappropriation heretofore 29 made in Article 11, Section 246 of Public Act 91-706, 30 approved May 17, 2000, as amended, is reappropriated from the 31 Fund for Illinois' Future to the Department of Natural -87- BOB-DNR02 1 Resources for a grant to the City of Chicago for costs 2 associated with reforestation necessitated by Asian 3 long-horned beetle infestation. 4 Section 191. The sum of $200,000, or so much thereof as 5 may be necessary is and remains unexpended at the close of 6 business on June 30, 2001, from a reappropriation heretofore 7 made in Article 11, Section 247 of Public Act 91-706, 8 approved May 17, 2000, as amended, is reappropriated from the 9 Fund for Illinois' Future to the Department of Natural 10 Resources for a grant to the Illinois Valley YMCA in Peru for 11 establishing a recreational park. 12 Section 192. The sum of $50,000, or so much thereof as 13 may be necessary and remains unexpended at the close of 14 business on June 30, 2001, from a reappropriation heretofore 15 made in Article 11, Section 248 of Public Act 91-706, 16 approved May 17, 2000, as amended, is reappropriated from the 17 Fund for Illinois' Future to the Department of Natural 18 Resources for a grant to the City of Marseilles for 19 acquisition of property on Illinois' River for parks and 20 recreation. 21 Section 193. The sum of $65,000, or so much thereof as 22 may be necessary and remains unexpended at the close of 23 business on June 30, 2001, from a reappropriation heretofore 24 made in Article 11, Section 250 of Public Act 91-706, 25 approved May 17, 2000, as amended, is reappropriated from the 26 Fund for Illinois' Future to the Department of Natural 27 Resources for a grant to the City of Ottawa for Phase 2 of 28 riverfront development. 29 Section 194. The sum of $200,000, or so much thereof as 8 may be necessary and remains unexpended at the close of 9 business on June 30, 2001, from a reappropriation heretofore 10 made for such purposes in Article 11, Section 253 of Public 11 Act 91-706, approved May 17, 2000, as amended, is 12 reappropriated from the Capital Development Fund to the 13 Department of Natural Resources for a grant to the City of 14 Ottawa for downtown renovation. 15 Section 196. The sum of $125,000, or so much thereof as 16 may be necessary and remains unexpended at the close of 17 business on June 30, 2001, from a reappropriation heretofore 18 made in Article 11, Section 254 of Public Act 91-706, 19 approved May 17, 2000, as amended, is reappropriated from the 20 Fund for Illinois' Future to the Department of Natural 21 Resources for a grant to the City of Peru for park 22 construction and roller blade facilities at various parks. 23 Section 197. The sum of $120,000, or so much thereof as 24 may be necessary and remains unexpended at the close of 25 business on June 30, 2001, from a reappropriation heretofore 26 made in Article 11, Section 255 of Public Act 91-706, 27 approved May 17, 2000, as amended, is reappropriated from the 28 Fund for Illinois' Future to the Department of Natural 29 Resources for a grant to the City of Lincolnshire for 30 Lincolnshire Creek and Rivershire Park for restoration and 31 stabilization project. -89- BOB-DNR02 1 Section 198. The sum of $30,000, or so much thereof as 2 may be necessary and remains unexpended at the close of 3 business on June 30, 2001, from a reappropriation heretofore 4 made in Article 11, Section 258 of Public Act 91-706, 5 approved May 17, 2000, as amended, is reappropriated from the 6 Fund for Illinois' Future to the Department of Natural 7 Resources for a grant to the City of Oglesby for parks and 8 recreation. 9 Section 199. The sum of $2,695,200, or so much thereof 10 as may be necessary and remains unexpended at the close of 11 business on June 30, 2001, from a reappropriation heretofore 12 made in Article 11, Section 259 of Public Act 91-706, 13 approved May 17, 2000, as amended, is reappropriated from the 14 Fund for Illinois' Future to the Department of Natural 15 Resources for grants to units of local government for 16 infrastructure improvements including but not limited to park 17 and recreational projects, facilities, bike paths, and 18 equipment. 19 Section 200. The sum of $410,000, or so much thereof as 20 may be necessary and remains unexpended at the close of 21 business on June 30, 2001, from a reappropriation heretofore 22 made for such purposes in Article 11, Section 260 of Public 23 Act 91-706, approved May 17, 2000, as amended, is 24 reappropriated from the General Revenue Fund to the 25 Department of Natural Resources for a grant to the City of 26 Golconda for the acquisition of 175 acres of land adjacent to 27 Department property. 28 Section 201. The amount of $5,306,000, or so much 29 thereof as may be necessary and remains unexpended at the 30 close of business on June 30, 2001, from a reappropriation 31 heretofore made in Article 11, Section 261 of Public Act -90- BOB-DNR02 1 91-706, approved May 17, 2000, as amended, is reappropriated 2 from the Fund for Illinois' Future to the Department of 3 Natural Resources for grants to units of local government and 4 not-for-profit entities for park and recreational projects, 5 museums, facilities, infrastructure improvements and 6 equipment. 7 Section 202. In addition to any amounts heretofore 8 appropriated for such purposes, the sum of $1,000,000, or so 9 much thereof as may be necessary and remains unexpended at 10 the close of business on June 30, 2001, from a 11 reappropriation heretofore made for such purposes in Article 12 11, Section 262 of Public Act 91-706, approved May 17, 2000, 13 as amended, is reappropriated from the Capital Development 14 Fund to the Department of Natural Resources for the purpose 15 of carrying out Phase IV of the Willow-Higgins Creek 16 improvement. 17 Section 203. The sum of $278,800, or so much thereof as 18 may be necessary and remains unexpended at the close of 19 business on June 30, 2001, from a reappropriation heretofore 20 made in Article 11, Section 263 of Public Act 91-706, 21 approved May 17, 2000, as amended, is reappropriated from the 22 Fund for Illinois' Future to the Department of Natural 23 Resources for all costs associated with a showerhouse at 24 Nauvoo State Park. 25 Section 204. The amount of $700,000, or so much thereof 26 as may be necessary and remains unexpended at the close of 27 business on June 30, 2001, from a reappropriation heretofore 28 made for such purposes in Article 17, Section 264 of Public 29 Act 91-706, approved May 17, 2000, as amended, is 30 reappropriated from the Fund for Illinois' Future to the 31 Department of Natural Resources (formerly to the Department -91- BOB-DNR02 1 of Transportation) for a grant to the Chicago Park District 2 for facilities improvements at the Washington Park 3 Fieldhouse. 4 Section 205. The sum of $400,000, or so much thereof as 5 may be necessary and remains unexpended at the close of 6 business on June 30, 2001, from a reappropriation heretofore 7 made in Article 11, Section 265 of Public Act 91-706, as 8 amended, is reappropriated from the Capital Development Fund 9 to the Illinois Department of Natural Resources (formerly to 10 the Environmental Protection Agency) for a grant to the 11 Village of Justice for planning, construction, reconstruction 12 and improvement of sewers. 13 Section 206. The sum of $1,000,000, or so much thereof 14 as may be necessary and remains unexpended at the close of 15 business on June 30, 2001, from an appropriation heretofore 16 made in Article 11, Section 267 of Public Act 91-706, as 17 amended, is reappropriated to the Department of Natural 18 Resources from the General Revenue Fund for a grant to the 19 Fox Waterway Agency for costs associated with dredging. 20 Section 207. The sum of $7,500,000, or so much thereof 21 as may be necessary and remains unexpended at the close of 22 business on June 30, 2001, from an appropriation heretofore 23 made in Article 11, Section 268 of Public Act 91-706, as 24 amended, is reappropriated from the Fund for Illinois' Future 25 to the Department of Natural Resources for all costs 26 associated with grants to various units of local government 27 and not-for-profit entities for infrastructure improvements 28 including but not limited to park and recreational projects, 29 facilities, bike paths, equipment and any other necessary 30 costs. -92- BOB-DNR02 1 Section 208. The sum of $1,000,000, or so much thereof 2 as may be necessary and remains unexpended at the close of 3 business on June 30, 2001, from an appropriation heretofore 4 made in Article 11, Section 270 of Public Act 91-706, as 5 amended, is reappropriated from the Capital Development Fund 6 to the Department of Natural Resources for a grant to the 7 Forest Preserve District of DuPage County for all costs 8 associated with Danda Preserve. 9 Section 209. The sum of $3,000,000, or so much thereof 10 as may be necessary and remains unexpended at the close of 11 business on June 30, 2001, from an appropriation heretofore 12 made in Article 11, Section 271 of Public Act 91-706, as 13 amended, is reappropriated from the Capital Development Fund 14 to the Department of Natural Resources for a grant to the 15 Forest Preserve District of DuPage County for all costs 16 associated with Salt Creek Greenway. 17 Section 210. The sum of $2,000,000, or so much thereof 18 as may be necessary and remains unexpended at the close of 19 business on June 30, 2001, from an appropriation heretofore 20 made in Article 11, Section 272 of Public Act 91-706, as 21 amended, is reappropriated from the Capital Development Fund 22 to the Department of Natural Resources for a grant to the 23 Forest Preserve District of DuPage County for all costs 24 associated with Oak Meadows, Maple Meadows and Green Meadows. 25 Section 211. The sum of $1,000,000, or so much thereof 26 as may be necessary and remains unexpended at the close of 27 business on June 30, 2001, from an appropriation heretofore 28 made in Article 11, Section 273 of Public Act 91-706, as 29 amended, is reappropriated from the Capital Development Fund 30 to the Department of Natural Resources for a grant to the 31 Forest Preserve District of DuPage County for all costs -93- BOB-DNR02 1 associated with Mayslake Preserve. 2 Section 212. The sum of $300,000, or so much thereof as 3 may be necessary and remains unexpended at the close of 4 business on June 30, 2001, from an appropriation heretofore 5 made in Article 11, Section 274 of Public Act 91-706, as 6 amended, is reappropriated from the Capital Development Fund 7 to the Department of Natural Resources for a grant to the 8 Forest Preserve District of DuPage County for all costs 9 associated with Fullersburg Woods. 10 Section 213. The sum of $115,000, or so much thereof as 11 may be necessary and remains unexpended at the close of 12 business on June 30, 2001, from an appropriation heretofore 13 made in Article 11, Section 175 of Public Act 91-706, as 14 amended, is reappropriated to the Department of Natural 15 Resources from the General Revenue Fund for a grant to the 16 City of Ottawa for acquisition of Harper's Farm. 17 Section 214. No contract shall be entered into or 18 obligation incurred or any expenditure made from a 19 appropriation herein made in Sections 1, 2, 3, 4, 6, 20, 21, 20 22, 23, 24, 28, 29, 30, 31, 32, 38, 39, 41, 42, 43, 44, 45, 21 46, 52, 59, 61, 62, 70, 71, 72, 78, 96, 97, 119, 120, 121, 22 122, 123, 124, 125, 126, 132, 133, 135, 141, 173, 174, 175, 23 176, 195, 202, 205, 208, 209, 210, 211 and 212 until after 24 the purpose and amount of such expenditure has been approved 25 in writing by the Governor. 26 Section 999. Effective date. This Act takes effect on 27 July 1, 2001.
