92_SB1015 LRB9206170NTsb 1 AN ACT relating to higher education. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 5. The Board of Higher Education Act is amended 5 by changing Section 7 as follows: 6 (110 ILCS 205/7) (from Ch. 144, par. 187) 7 Sec. 7. The Board of Trustees of the University of 8 Illinois, the Board of Trustees of Southern Illinois 9 University, the Board of Trustees of Chicago State 10 University, the Board of Trustees of Eastern Illinois 11 University, the Board of Trustees of Governors State 12 University, the Board of Trustees of Illinois State 13 University, the Board of Trustees of Northeastern Illinois 14 University, the Board of Trustees of Northern Illinois 15 University, the Board of Trustees of Western Illinois 16 University, the Illinois Community College Board and the 17 campuses under their governance or supervision shall not 18 hereafter undertake the establishment of any new unit of 19 instruction, research or public service without the approval 20 of the Board. The term "new unit of instruction, research or 21 public service" includes the establishment of a college, 22 school, division, institute, department or other unit in any 23 field of instruction, research or public service not 24 theretofore included in the program of the institution, and 25 includes the establishment of any new branch or campus. The 26 term does not include reasonable and moderate extensions of 27 existing curricula, research, or public service programs 28 which have a direct relationship to existing programs; and 29 the Board may, under its rule making power, define the 30 character of such reasonable and moderate extensions. 31 Such governing boards shall submit to the Board all -2- LRB9206170NTsb 1 proposals for a new unit of instruction, research, or public 2 service. The Board may approve or disapprove the proposal in 3 whole or in part,orapprove modifications thereof, or grant 4 conditional approval with final approval or disapproval 5 required within 3 years whenever in its judgment such action 6 is consistent with the objectives of an existing or proposed 7 master plan of higher education. 8 The Board of Higher Education is authorized to review 9 periodically all existing programs of instruction, research 10 and public service at the state universities and colleges and 11 to advise the appropriate board of control if the 12 contribution of each program is not educationally and 13 economically justified. 14 (Source: P.A. 89-4, eff. 1-1-96.) 15 Section 99. Effective date. This Act takes effect upon 16 becoming law.
