 1        AN ACT in relation to public aid.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4        Section 5.  The State Finance Act is  amended  by  adding
 5    Section 5.545 as follows:

 6        (30 ILCS 105/5.545 new)
 7        Sec. 5.545.  The Medical Special Purposes Trust Fund.

 8        Section  10.  The  Illinois Public Aid Code is amended by
 9    changing Sections 12-4.18  and  12-4.19  and  adding  Section
10    12-10.5 as follows:

11        (305 ILCS 5/12-4.18) (from Ch. 23, par. 12-4.18)
12        Sec.  12-4.18.  Grants  and  gifts  for  public  aid  and
13    related  welfare  purposes.  Accept,  hold  and administer in
14    behalf of the State any  grant,  gift  or  legacy  of  money,
15    securities,  or property to the Illinois Department or to the
16    State of Illinois for  public  aid  or  any  related  welfare
17    purpose.
18        From  appropriations  from the Assistance to the Homeless
19    Fund, a special fund in the State treasury, which  is  hereby
20    created,  provide  grants to not-for-profit organizations for
21    the purpose of providing assistance to homeless persons.
22        Grants, gifts, and legacies for employment  and  training
23    programs  for  public  assistance  clients shall be deposited
24    into the Employment and Training Fund.
25        Grants, gifts,  donations,  and  legacies  for  functions
26    connected  with  the  administration  of  any medical program
27    administered by the Illinois Department  shall  be  deposited
28    into  the  Medical  Special Purposes Trust Fund created under
29    Section 12-10.5.

 3        Sec. 12-4.19. Grants for Pilot Studies and Research.
 4        Co-operate   with   the   Federal   Government,   private
 5    foundations, persons, corporations or other  entities  making
 6    grants  of  funds  or  offering  the  services  of  technical
 7    assistants  for  pilot  studies  and  other research programs
 8    relating  to  effective  methods  of  rehabilitation  or  the
 9    adequacy of public aid and  welfare  programs,  policies  and
10    procedures,  and  accept,  hold and administer grants made in
11    connection therewith. Grants for functions connected with the
12    administration of any medical  program  administered  by  the
13    Illinois  Department  shall  be  deposited  into  the Medical
14    Special Purposes Trust Fund created under Section 12-10.5.

17        Sec. 12-10.5.  Medical Special Purposes Trust Fund.
18        (a)  The Medical Special Purposes Trust Fund ("the Fund")
19    is created.  Any grant, gift, donation, or legacy of money or
20    securities that the Department of Public Aid is authorized to
21    receive under Section 12-4.18 or Section 12-4.19, and that is
22    dedicated for functions connected with the administration  of
23    any  medical program administered by the Department, shall be
24    deposited into the Fund.  All federal moneys received by  the
25    Department  as  reimbursement for disbursements authorized to
26    be made from the Fund shall also be deposited into the Fund.
27        (b)  No moneys received from  a  service  provider  or  a
28    governmental  or  private  entity  that  is enrolled with the
29    Department  as  a  provider  of  medical  services  shall  be
30    deposited into the Fund.
31        (c)  Disbursements may be made  from  the  Fund  for  the
32    purposes  connected  with  the  grants,  gifts, donations, or

 1    legacies deposited into the Fund, including, but not  limited
 2    to,   medical   quality   assessment   projects,  eligibility
 3    population studies, medical information systems  evaluations,
 4    and other administrative functions that assist the Department
 5    in  fulfilling  its  health  care  mission under the Illinois
 6    Public Aid Code and the Children's Health  Insurance  Program
 7    Act.

 8        Section  99.  Effective  date.   This Act takes effect on
 9    July 1, 2001.
