Amend Senate Bill 456 on page 1, 3 line 28, by deleting "and awarding contracts"; and 4 on page 3, by replacing lines 9 through 28 with the 5 following: 6 "Sec. 33-15. Evaluation procedure. A State agency shall 7 evaluate the construction managers submitting letters of 8 interest and other prequalified construction managers, taking 9 into account qualifications; and the State agency may 10 consider, but shall not be limited to considering, ability of 11 professional personnel, past record and experience, 12 performance data on file, willingness to meet time 13 requirements, location, workload of the construction manager, 14 and any other qualifications-based factors as the State 15 agency may determine in writing are applicable. The State 16 agency may conduct discussions with and require public 17 presentations by construction managers deemed to be the most 18 qualified regarding their qualifications, approach to the 19 project, and ability to furnish the required services. 20 A State agency shall establish a committee to select 21 construction managers to provide construction management 22 services. A selection committee may include at least one 23 public member nominated by a statewide association of -2- LRB9205720MWdvam01 1 construction managers. The public member may not be employed 2 or associated with any firm holding a contract with the State 3 agency nor may the public member's firm be considered for a 4 contract with that State agency while he or she is serving as 5 a public member of the committee. 6 In no case shall a State agency, prior to selecting a 7 construction manager, seek formal or informal submission of 8 verbal or written estimates of costs or proposals in terms of 9 dollars, hours required, percentage of construction cost, or 10 any other measure of compensation.".
