1 AMENDMENT TO SENATE BILL 364
2 AMENDMENT NO. . Amend House Bill 364, AS AMENDED, by
3 replacing the title with the following:
4 "AN ACT concerning environmental safety."; and
5 by replacing everything after the enacting clause with the
6 following:
7 "Section 5. The Environmental Protection Act is amended
8 by adding Section 22.40a as follows:
9 (415 ILCS 5/22.40a new)
10 Sec. 22.40a. Municipal solid waste landfills; geomembrane
11 liners. For any new municipal solid waste landfill (or
12 expansion of an existing municipal solid waste landfill) for
13 which a construction permit is first issued after the
14 effective date of this amendatory Act of the 92nd General
15 Assembly, any geomembrane liner used to achieve compliance
16 with the Board's rules relating to liner systems shall
17 consist of at least 2 layers, each of which must be no less
18 than 60 mils in thickness. This requirement is in addition
19 to any other requirements that may be imposed under those
20 rules.

1 Section 99. Effective date. This Act takes effect upon
2 becoming law.".
