 1        AN ACT in relation to highways.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.  The  Toll  Highway  Act is amended by adding
 5    Section 20.2 as follows:

 6        (605 ILCS 10/20.2 new)
 7        Sec. 20.2. Comprehensive Strategic  Financial  Plan.  The
 8    Authority must submit to the General Assembly, not later than
 9    January  1,  2002,  a comprehensive strategic financial plan.
10    The plan must  include  detailed  information  regarding  the
11    Authority's  income,  expenditures,  debt, capital needs, and
12    the  cost  of  any  planned  toll  highway  extensions.   The
13    Authority  must  provide  detailed  and  specific information
14    regarding how it will fund its debt, unmet capital needs, and
15    the planned toll highway extensions.

16        Section 99.  Effective date.  This Act takes effect  upon
17    becoming law.
