1 AN ACT in relation to public aid.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The Illinois Public Aid Code is amended by
5 changing Section 12-4.34 as follows:
6 (305 ILCS 5/12-4.34)
7 (Section scheduled to be repealed on August 31, 2001)
8 Sec. 12-4.34. Services to noncitizens.
9 (a) Subject to specific appropriation for this purpose
10 and notwithstanding Sections 1-11 and 3-1 of this Code, the
11 Department of Human Services is authorized to provide
12 services to legal immigrants, including but not limited to
13 naturalization and nutrition services and financial
14 assistance. The nature of these services, payment levels,
15 and eligibility conditions shall be determined by rule.
16 (b) The Illinois Department is authorized to lower the
17 payment levels established under this subsection or take such
18 other actions during the fiscal year as are necessary to
19 ensure that payments under this subsection do not exceed the
20 amounts appropriated for this purpose. These changes may be
21 accomplished by emergency rule under Section 5-45 of the
22 Illinois Administrative Procedure Act, except that the
23 limitation on the number of emergency rules that may be
24 adopted in a 24-month period shall not apply.
25 (c) (Blank). This Section is repealed on August 31,
26 2001.

29 Section 99. Effective date. This Act takes effect upon
30 becoming law.
