92_SB0198 LRB9203935MWdv 1 AN ACT concerning oral health. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 5. The Department of Public Health Powers and 5 Duties Law of the Civil Administrative Code of Illinois is 6 amended by adding Section 2310-363 as follows: 7 (20 ILCS 2310/2310-363 new) 8 Sec. 2310-363. Oral Health Program. 9 (a) In consultation with dental care providers, the 10 Department must develop and implement ongoing oral cancer 11 educational programs in this State to: 12 (1) Train healthcare providers to screen and 13 properly refer patients with oral cancer. 14 (2) Promote smoking cessation with a primary focus 15 on meeting the needs of high-risk underserved 16 populations. 17 (b) The educational programs developed and implemented 18 under this Section must address the following: 19 (1) the risk factors that lead to oral cancer; 20 (2) the signs and symptoms of oral cancer; 21 (3) the high-risk behaviors that may lead to oral 22 cancer; and 23 (4) the accessibility of screening to detect oral 24 cancer. 25 (c) The Department must also establish a Prevent Oral 26 Cancer Pilot Program. The program must include the 27 following: 28 (1) Appropriate screening, referral, and treatment 29 for high-risk underserved adults for whom dental services 30 are not ordinarily available. 31 (2) An evaluation of the pilot program, including -2- LRB9203935MWdv 1 the collection of relevant data. 2 The pilot program may be undertaken in conjunction with other 3 initiatives in this State related to the prevention and 4 detection of cancer.
