92_SB0169 LRB9203747MWprA 1 AN ACT in relations to political committees. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 5. The Election Code is amended by changing 5 Sections 9-1.7, 9-1.8, and 9-1.9 as follows: 6 (10 ILCS 5/9-1.7) (from Ch. 46, par. 9-1.7) 7 Sec. 9-1.7. "Local political committee" means the 8 candidate himself or any individual, trust, partnership, 9 committee, association, corporation, or other organization or 10 group of persons which: 11 (a) accepts contributions or grants or makes 12 expenditures during any 12-month period in an aggregate 13 amount exceeding $4,000$3,000on behalf of or in 14 opposition to a candidate or candidates for public office 15 who are required by the Illinois Governmental Ethics Act 16 to file statements of economic interests with the county 17 clerk, or on behalf of or in opposition to a candidate or 18 candidates for election to the office of ward or township 19 committeeman in counties of 3,000,000 or more population; 20 (b) accepts contributions or makes expenditures 21 during any 12-month period in an aggregate amount 22 exceeding $4,000$3,000in support of or in opposition to 23 any question of public policy to be submitted to the 24 electors of an area encompassing no more than one county; 25 or 26 (c) accepts contributions or makes expenditures 27 during any 12-month period in an aggregate amount 28 exceeding $4,000$3,000and has as its primary purpose 29 the furtherance of governmental, political or social 30 values, is organized on a not-for-profit basis, and which 31 publicly endorses or publicly opposes a candidate or -2- LRB9203747MWprA 1 candidates for public office who are required by the 2 Illinois Governmental Ethics Act to file statements of 3 economic interest with the County Clerk or a candidate or 4 candidates for the office of ward or township 5 committeeman in counties of 3,000,000 or more population. 6 (Source: P.A. 90-737, eff. 1-1-99; 91-357, eff. 7-29-99.) 7 (10 ILCS 5/9-1.8) (from Ch. 46, par. 9-1.8) 8 Sec. 9-1.8. "State political committee" means the 9 candidate himself or any individual, trust, partnership, 10 committee, association, corporation, or any other 11 organization or group of persons which-- 12 (a) accepts contributions or grants or makes 13 expenditures during any 12-month period in an aggregate 14 amount exceeding $4,000$3,000on behalf of or in opposition 15 to a candidate or candidates for public office who are 16 required by the Illinois Governmental Ethics Act to file 17 statements of economic interests with the Secretary of State, 18 (b) accepts contributions or makes expenditures during 19 any 12-month period in an aggregate amount exceeding $4,000 20$3,000in support of or in opposition to any question of 21 public policy to be submitted to the electors of an area 22 encompassing more than one county, or 23 (c) accepts contributions or makes expenditures during 24 any 12-month period in an aggregate amount exceeding $4,000 25$3,000and has as its primary purpose the furtherance of 26 governmental, political or social values, is organized on a 27 not-for-profit basis, and which publicly endorses or publicly 28 opposes a candidate or candidates for public office who are 29 required by the Illinois Governmental Ethics Act to file 30 statements of economic interest with the Secretary of State. 31 (Source: P.A. 90-737, eff. 1-1-99.) 32 (10 ILCS 5/9-1.9) (from Ch. 46, par. 9-1.9) -3- LRB9203747MWprA 1 Sec. 9-1.9. "Political committee" includes State central 2 and county central committees of any political party, and 3 also includes local political committees and state political 4 committees, but does not include any candidate who does not 5 accept contributions or make expenditures during any 12-month 6 period in an aggregate amount exceeding $4,000$3,000, nor 7 does it include, with the exception of State central and 8 county central committees of any political party, any 9 individual, trust, partnership, committee, association, 10 corporation, or any other organization or group of persons 11 which does not accept contributions or make expenditures 12 during any 12-month period in an aggregate amount exceeding 13 $4,000$3,000on behalf of or in opposition to a candidate or 14 candidates or to any question of public policy, and such 15 candidates and persons shall not be required to comply with 16 any filing provisions in this Article. 17 (Source: P.A. 90-737, eff. 1-1-99.) 18 Section 99. Effective date. This Act takes effect upon 19 becoming law.
