92_SB0090 LRB9204042DJgc 1 AN ACT in relation to veterans 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 1. This Act may be cited as the World War I 5 Veterans Bonus Act. 6 Section 5. Compensation. Every person who served on 7 active duty with the armed forces of the United States during 8 World War I is entitled to receive compensation of $1,000 for 9 that service if (i) the person is a resident of the State of 10 Illinois and (ii) the person has been honorably separated or 11 discharged from that service or has been retired. Service in 12 the merchant marine is not service in the armed forces for 13 purposes of this Act. 14 The bonus under this Section is to be paid in addition to 15 any other compensation to which the person is entitled. 16 Section 10. No assignment. No right or claim to 17 compensation under this Act may be assigned. 18 Section 15. Administration. The Department of Veterans' 19 Affairs has complete charge and control of the general scheme 20 of payments authorized by this Act and shall adopt general 21 rules for the making of those payments, the ascertainment and 22 selection of proper beneficiaries and the amount to which 23 those beneficiaries are entitled, and for procedure. 24 If the person to whom compensation is payable under this 25 Act is under legal disability, the compensation shall be paid 26 to the person legally vested with the care of the legally 27 disabled person under the laws of this State. If no such 28 person has been so designated for the legally disabled 29 person, payment shall be made to the chief officer of any -2- LRB9204042DJgc 1 hospital or institution under the supervision or control of 2 this State or of the Veterans Administration of the United 3 States in which the legally disabled person is placed, if the 4 officer is authorized to accept moneys for the benefit of the 5 incompetent. Any payments so made must be held or used solely 6 for the benefit of the legally disabled person. 7 As used in this Section, a person "under legal 8 disability" means a person found to be so disabled by a court 9 of competent jurisdiction of any state or the District of 10 Columbia or by any adjudication officer of the Veterans 11 Administration of the United States. 12 Section 20. Application. An application for 13 compensation under this Act must be made to the Illinois 14 Department of Veterans' Affairs. 15 Section 99. Effective date. This Act takes effect upon 16 becoming law.
