 1        AN ACT in relation to vehicles.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section 5. The Illinois Vehicle Code is amended by adding
 5    Section 3-114.1 as follows:

 6        (625 ILCS 5/3-114.1 new)
 7        Sec.   3-114.1.   Transfers   to   and   from  charitable
 8    organizations. When a charitable not-for-profit  organization
 9    that  is  exempt  from  federal income taxation under Section
10    501(c)(3) of the Internal Revenue Code becomes the  recipient
11    of a motor vehicle by means of a donation from an individual,
12    the  organization  need  not send the certificate of title to
13    the Secretary of State. Upon transferring the motor  vehicle,
14    the  organization  shall  promptly and within 20 days execute
15    the  reassignment  to   reflect   the   transfer   from   the
16    organization   to   the   purchaser.   The   organization  is
17    specifically authorized to complete  and  execute  the  space
18    reserved   in   the   certificate   of  title  for  a  dealer
19    reassignment, not withstanding that the organization is not a
20    licensed dealer. Nothing in this Section shall  be  construed
21    to  require  the  organization  to  become a licensed vehicle
22    dealer.
