92_HR1135 LRB9218371KFkf 1 HOUSE RESOLUTION 2 WHEREAS, The members of the Illinois House of 3 Representatives are pleased to recognize Illinois citizens 4 who have distinguished themselves in service to this State; 5 and 6 WHEREAS, It has come to our attention that Gary Seelbach 7 has announced his retirement from State service after 34 8 years of exemplary public service; he spent the first 9 seventeen years working for the Illinois Department of Mental 10 Health and Developmental Disabilities, where he quickly was 11 promoted from direct care responsibilities working with 12 mentally ill children in institutional settings to 13 supervisory responsibilities and then up to regional 14 administrative responsibilities; he was highly regarded for 15 his innovative and humane approaches to this population; and 16 WHEREAS, Mr. Seelbach spent the next seventeen years as 17 the Executive Director of the Community and Residential 18 Services Authority (CRSA); this multiple-agency Authority was 19 conceived and developed to respond to the complexities of the 20 Illinois human services system for children and adolescents 21 who are behavior disordered and/or severely emotionally 22 disturbed; through diplomacy and vision, he has become the 23 architect behind significant system changes; under his 24 guidance, CRSA has successfully resolved over 5,000 service 25 disputes between parents and agencies and has promoted a 26 paradigm shift in Illinois' approach to children's services; 27 and 28 WHEREAS, Mr. Seelbach's leadership through unconditional 29 positive regard for families, his staff, and his colleagues 30 confirms his intrinsic integrity and leaves a legacy of 31 service excellence; he is leaving the State in better shape 32 than he found it, which is a goal that all public servants -2- LRB9218371KFkf 1 strive to attain but few accomplish to this degree; he has 2 done a great job for the State of Illinois; therefore, be it 3 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 4 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 5 we congratulate Gary Seelbach as he retires from the State of 6 Illinois after 34 years of service and extend our sincere 7 best wishes to him for health and happiness in the future; 8 and be it further 9 RESOLVED, That a suitable copy of this resolution be 10 presented to Gary Seelbach as an expression of our respect 11 and esteem.
