 1                          HOUSE RESOLUTION

 2        WHEREAS,  The  members   of   the   Illinois   House   of
 3    Representatives  wish  to  say farewell to Representative Ron
 4    Lawfer of the 74th District; and

 5        WHEREAS, Representative Lawfer was elected in 1992 and is
 6    now serving his fifth term in the Illinois General  Assembly;
 7    and

 8        WHEREAS,  Representative Lawfer has lived in northwestern
 9    Illinois all of his life; he and his wife, Pat, are the proud
10    parents of five children; Ron and Pat were dairy farmers from
11    1957 to 1987 and now reside in Stockton where  they  own  and
12    operate a grain farm; and

13        WHEREAS,  Representative  Lawfer  graduated from Stockton
14    High School and the University of Illinois; he served  as  an
15    infantry  officer  in  Korea;  after  the military, he became
16    involved with local government;  he  served  as  Wards  Grove
17    Township Supervisor for 8 years and served 10 years on the Jo
18    Daviess County Board; and

19        WHEREAS,  He  was  one  of  five Illinoisans appointed by
20    Governor Jim Thompson to  serve  as  a  Commissioner  of  the
21    Illinois  Rural  Bond Bank; he has been an active participant
22    in economic development efforts as a member  of  the  Overall
23    Economic  Development Committee for Jo Daviess County, and as
24    a member of the Illinois Trade Mission to Mexico; and

25        WHEREAS, He has been the recipient  of  many  awards  and
26    honors  including  the  "Voice  of  Employers Award" from the
27    Management Association, the "Friend of Agriculture" from  the
28    Farm  Bureau  Activator,  "the  Master Farmer" award from the
29    Prairie Farmer Magazine; he was named a top ranking  freshmen
30    legislator  by  Illinois  Politics Magazine; he was the first
31    recipient of the "Friends of Dairymen"  award  given  by  the

 1    Illinois  Milk  Producers'  Association  for  his legislative
 2    achievements, which included changes in how fines are  levied
 3    for adulterated milk; he received the Governor's "Legislative
 4    Friend  of  Tourism"  award;  in  1998,  the  Association  of
 5    Illinois  Electric  Cooperatives  chose  him to receive their
 6    Public Service Award for service to the rural electrification
 7    program; and

 8        WHEREAS, He worked to ensure that Adkins Energy LLC  near
 9    Lena,  the  first  functioning  farmer-owned ethanol plant in
10    Illinois, became a reality; in addition, he was an  alternate
11    co-sponsor   and  supported  the  creation  of  the  Illinois
12    AgriFIRST program; and he was a supporter of the  Council  on
13    Food and Agricultural Research; and

14        WHEREAS,  Currently,  he is serving as minority spokesman
15    for   the   Agriculture   &   Conservation   committee,   and
16    vice-spokesman  for  both  the  Appropriations-Elementary   &
17    Secondary  Education committee, and the Tourism committee; he
18    also  serves  on  committees  for  Counties  and   Townships,
19    Environment & Energy, and Aging; and

20        WHEREAS, Representative Lawfer looks forward to using his
21    experience to continue to serve as a "Citizen Legislator" for
22    his Northwest Illinois district; he plans to retire and spend
23    his   time   concentrating  on  his  grain  farm  and  his  9
24    grandchildren; therefore, be it

25        RESOLVED,  BY  THE  HOUSE  OF  REPRESENTATIVES   OF   THE
26    NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
27    we  thank  Representative  Ron  Lawfer  for his hard work and
28    dedication to the people of the State of  Illinois  and  wish
29    him well in his future endeavors; and be it further

30        RESOLVED,  That  a  suitable  copy  of this resolution be
31    presented to Representative Ron Lawfer as  an  expression  of
32    our respect and esteem.
