92_HR1123 LRB9218342HShs 1 HOUSE RESOLUTION 2 WHEREAS, The members of the Illinois House of 3 Representatives wish to congratulate Representative Dale A. 4 Righter on his service to the people of the 106th District; 5 and 6 WHEREAS, Representative Righter received a Bachelor of 7 Arts from Eastern Illinois University and his Juris Doctor at 8 St. Louis University School of Law; he and his wife Teresa 9 reside in Mattoon; he has two sons, Jonathan and Benjamin; 10 and 11 WHEREAS, Representative Righter has been a champion for 12 local families and schools; he authored landmark education 13 reform legislation improving funding for schools, including a 14 $3 billion school construction bond program, and a $330 15 million program to fund school repairs and technology 16 upgrades as well as classroom reform initiatives; and 17 WHEREAS, Representative Righter fought for taxpayers' 18 right to know how their tax dollars are being spent as the 19 chief sponsor of the expansion of the Freedom of Information 20 Act; and 21 WHEREAS, Representative Righter spearheaded a new law 22 expanding medical screening for newborn babies, helping to 23 ensure that they get off to a healthy start in life; the new 24 screening assists doctors in identifying and immediately 25 treating a broader range of genetic and metabolic disorders 26 that may pose serious health risks; and 27 WHEREAS, Representative Righter was a key sponsor of a 28 law that expanded crucial prescription assistance programs 29 for seniors in need; the law allows more seniors to be 30 eligible for prescription assistance and increases the amount 31 of assistance available, as well as adding medications for -2- LRB9218342HShs 1 the treatment of cancer, lung disease and smoking-related 2 illnesses, Alzheimer's Disease, Parkinson's Disease and 3 glaucoma to the list of medications covered under the 4 Illinois Circuit Breaker program; and 5 WHEREAS, Representative Righter has received numerous 6 awards for his hard work and dedicated service from a wide 7 variety of groups; he was named the 2002 Representative of 8 the Year by ABATE, a Legislator of the Year in 2002 by the 9 Illinois Health Care Association, and the 2002 Champion of 10 Free Enterprise by the Illinois State Chamber of Commerce; 11 and 12 WHEREAS, During his tenure in the House of 13 Representatives, Representative Righter has served on 14 numerous committees including the Committees on Judiciary I - 15 Civil Law (Spokesperson); Computer Technology; Financial 16 Institutions; Committee of the Whole; Higher Education; State 17 Government Administration; and State Procurement; and 18 WHEREAS, While Representative Righter will be sorely 19 missed by his friends and colleagues in the House of 20 Representatives, families in Central Illinois are fortunate 21 that they will have his continued representation in the 22 Illinois Senate; therefore, be it 23 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 24 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 25 we congratulate Representative Dale A. Righter on a job well 26 done; and be it further 27 RESOLVED, That a suitable copy of this resolution be 28 presented to Representative Righter, along with our best 29 regards.
