92_HR1110 LRB9218339NTpk 1 HOUSE RESOLUTION 2 WHEREAS, School safety is an issue of increasing concern 3 for staff and students of all schools; and 4 WHEREAS, Students are often the first and most aware of 5 impending problems in regard to school safety; and 6 WHEREAS, Students are more likely to accept 7 responsibility for school safety if they are involved and 8 their views are represented; and 9 WHEREAS, Students have the most at stake in keeping 10 schools safe; and 11 WHEREAS, The Student Advisory Council to the State Board 12 of Education has established a Student School Safety Audit to 13 assess student perceptions of the presence or absence of 14 safety and security measures in their schools and to 15 encourage discussion on the topic; and 16 WHEREAS, Using the Student School Safety Audit will cue 17 students as to the characteristics of safe schools; ensure 18 meaningful student input into school safety and security 19 policies and programs; enlist student support and 20 responsibility for safer schools; encourage schools to 21 develop, update, and communicate their safety programs to 22 staff and students as appropriate; and provide bases for 23 safety and security needs assessments; and 24 WHEREAS, The Student School Safety Audit is specifically 25 designed to structure discussions in focus groups and 26 classes, guide school safety committees in seeking out 27 student views and input, and serve as a survey instrument for 28 groups and individuals; and 29 WHEREAS, The instruments in the Student School Safety 30 Audit are designed for students but are equally appropriate -2- LRB9218339NTpk 1 for adults, including parents, teachers, administrators, 2 support staff, police, and security officers, for purposes of 3 assessing needs and planning; therefore be it 4 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 5 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 6 we urge schools to use the Student School Safety Audit as 7 much as they deem appropriate for their schools; and be it 8 further 9 RESOLVED, That we urge schools to conduct the audit 10 periodically as school safety is a continually changing 11 process; and be it further 12 RESOLVED, That we remind schools that an audit should 13 lead to action through systematic needs assessment, policy 14 and program development, evaluation, planning, and training; 15 and be it further 16 RESOLVED, That the audit be instructional, serving as an 17 educational resource for those who participate, and that 18 findings and recommendations will be shared as deemed 19 appropriate; and be it further 20 RESOLVED, That suitable copies of this resolution be 21 delivered to the State Superintendent of Education, as well 22 as all Illinois superintendents and principals.
