92_HR1051 LRB9217838RCcd 1 HOUSE RESOLUTION 2 WHEREAS, The members of the Illinois House of 3 Representatives are pleased to recognize milestone events in 4 the lives of the citizens of the State of Illinois; and 5 WHEREAS, It has come to our attention that Thomas L. 6 Johnson is retiring as a Representative at the end of the 7 92nd General Assembly; and 8 WHEREAS, Representative Johnson was born on April 30, 9 1945 in Oakland, California; and 10 WHEREAS, He received a Bachelor of Arts degree from the 11 University of Michigan in 1970 and a Juris Doctor's degree 12 from DePaul University in 1974; and 13 WHEREAS, He is a U.S. Army veteran and served in Vietnam 14 from 1966 to 1968 and was honorably discharged at the rank of 15 SP5; and 16 WHEREAS, He is an attorney with the law firm of Johnson, 17 Westra, Broecker, Whittaker and Newitt, P.C., a firm that he 18 founded in 1979; and 19 WHEREAS, Representative Johnson was a former prosecutor 20 and has served as a Representative in the General Assembly 21 from the 50th Representative District since 1993; and 22 WHEREAS, During his tenure in the General Assembly he has 23 served as a member of the Judiciary II, Labor and Commerce, 24 and the Elementary and Secondary Appropriations Committees; 25 and 26 WHEREAS, He chaired the Judiciary II Committee from 1995 27 to 1997; and 28 WHEREAS, Representative Johnson has sponsored legislation 29 to require criminals to pay full restitution to their -2- LRB9217838RCcd 1 victims, sponsored truth-in-sentencing legislation requiring 2 certain criminals to serve 85% of their time in prison, 3 supported legislation to add a minimum of 15 years to the 4 sentence of anyone convicted of a crime using a firearm or 5 other deadly weapon, supported tuition tax credits for 6 Illinois taxpayers whose children are enrolled in parochial 7 schools, supported tougher child pornography laws, sponsored 8 legislation to reduce the DUI intoxication level to .08, and 9 helped pass the Sex Offender Registration Act; and 10 WHEREAS, He co-chaired the bipartisan Prison Reform 11 Committee to investigate and reform the Illinois Prison 12 System; and 13 WHEREAS, Representative Johnson's expertise will be 14 sorely missed by this House; therefore, be it 15 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 16 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 17 we congratulate Representative Thomas L. Johnson on many 18 years of public service and especially his 10 year tenure in 19 this House and we wish him the best of luck on his future 20 endeavors; and be it further 21 RESOLVED, That a suitable copy of this Resolution be 22 presented to Representative Thomas L. Johnson.
