92_HR0793 LRB9216513RHrh 1 HOUSE RESOLUTION 2 WHEREAS, The members of the Illinois House of 3 Representatives offer our sincere congratulations to John and 4 Phyllis Carroll who recently received the Elmhurst Jaycees' 5 2002 Distinguished Service Award; and 6 WHEREAS, John and Phyllis have committed 40 years to 7 community service; and 8 WHEREAS, John and Phyllis are the parents of two 9 children, Jim and Mary Alice; and 10 WHEREAS, The Carrolls are active members of the Church of 11 the New Covenant, United Church of Christ; and 12 WHEREAS, Mr. Carroll represented the city's First Ward 13 residents on the Elmhurst City Council as an elected alderman 14 from 1971 to 1987; and 15 WHEREAS, Mr. Carroll worked to improve the community on 16 the Elmhurst Public Library's Board of Trustees since his 17 1978 appointment; and 18 WHEREAS, As an engineering expert, Mr. Carroll worked 19 with the City Council on major infrastructure projects, 20 including relocating fire stations, enlarging and improving 21 the sewage treatment plant, replacing major sewer lines, 22 building Palmer Drive and the underpass, and bringing Lake 23 Michigan water to Elmhurst; and 24 WHEREAS, Mr. Carroll was also responsible for the 25 planning and implementation of the Elmhurst Art Museum's 26 community Clay Stomp, an event that attracted over 500 people 27 to Elmhurst; and 28 WHEREAS, Mrs. Carroll has been a dedicated public servant 29 since she began her career as a music teacher in 1974; and -2- LRB9216513RHrh 1 WHEREAS, Mrs. Carroll's dedication to improving lives is 2 evident in her work as president of the Elmhurst Historical 3 Museum Foundation and as a member of the Elmhurst League of 4 Women Voters' committee to study the needs of the Elmhurst 5 Public Library; and 6 WHEREAS, Mrs. Carroll has also been recognized as a 7 "teacher's teacher", and served as president of the District 8 205, Local #571, American Federation of Teachers; and 9 WHEREAS, The Carrolls have given their time to the 10 improvement of numerous causes ranging from politics to 11 religion, education to history, and from art to literature; 12 and 13 WHEREAS, Together the Carrolls played key roles in the 14 passage of multi-million dollar referendums to rebuild York 15 High School and to construct a new Elmhurst Public Library; 16 and 17 WHEREAS, Their achievement is a source of inspiration to 18 the entire community and State, building upon forty years of 19 service to the community in Elmhurst; therefore, be it 20 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 21 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 22 we do hereby offer our congratulations to John and Phyllis 23 Carroll; and be it further 24 RESOLVED, That a suitable copy of this resolution be 25 presented to John and Phyllis Carroll.
