 1                          HOUSE RESOLUTION

 2        WHEREAS,  Modern  medicine  offers  patients  and   their
 3    families  new  hope  to  treat  diseases  and conditions that
 4    formerly were untreatable; and

 5        WHEREAS, New medicines allow doctors  to  offer  patients
 6    choices  in their recovery from serious illness or injury, in
 7    suppressing symptoms, and improving the quality and enjoyment
 8    of life for those with chronic conditions; and

 9        WHEREAS, Patients and their  families  must  be  able  to
10    trust that the doctor is acting with the highest professional
11    and  ethical  standards  in  recommending a treatment for the
12    patient's disease or condition; and

13        WHEREAS,    Prior    authorization    requirements    and
14    restrictions on drug choice disrupt the clinical relationship
15    between doctor and patient and  cause  doctors,  pharmacists,
16    patients  and their families to waste time, money, and worry;
17    and

18        WHEREAS, Appeals mechanisms  delay  treatment  and  cause
19    patients  and  their  families anxiety about whether they are
20    receiving the medical care the doctor thinks is best or  only
21    the   medical   care  that  their  health  plan  will  allow;
22    therefore, be it

23        RESOLVED,  BY  THE  HOUSE  OF  REPRESENTATIVES   OF   THE
24    NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
25    we   support  legislation  to  prohibit  prior  authorization
26    requirements, formularies, financial  incentives,  and  other
27    impediments    that   attempt   to   control   the   doctor's
28    recommendation and patient's choice of a particular  drug  or
29    course  of  treatment  to meet the patient's needs; and be it
30    further

31        RESOLVED, That we support  legislation  in  other  states

 1    based  on  the  same  premise of allowing doctors to make the
 2    appropriate recommendation for prescription  drugs  based  on
 3    patient's needs.
