92_HR0639 LRB9213609RHrh 1 HOUSE RESOLUTION 2 WHEREAS, Founded in 1835, the City of Elgin is located 38 3 miles northwest of Chicago; it is the 8th largest city in the 4 State of Illinois and the 8th fastest growing city, with a 5 population of 94,487; and 6 WHEREAS, The City of Elgin has a very diverse population 7 with 35 percent being Hispanic and the largest Laotian 8 population in the State; and 9 WHEREAS, The City of Elgin is the original home of the 10 Borden Milk Company, the first city in the United States to 11 produce condensed milk; it was also the former home of the 12 Elgin National Watch Company, which was one of the largest 13 producers of watches in the United States; and 14 WHEREAS, Elgin has been declared the "City of Churches" 15 for the number of established churches; the City is home to 16 more than 100 churches, synagogues, and temples; and 17 WHEREAS, Now its 51st anniversary year, the Elgin 18 Symphony Orchestra was awarded "Orchestra of the Year" in 19 1999 by the Illinois Council of Orchestras; other events 20 taking place in Elgin include Shakespeare in the Park, Fiesta 21 Salsa, and the International Olympic qualifying Four Bridges 22 of Elgin Bike Race; the City of Elgin is also home to the new 23 $29 million recreation center slated to open in 2002, the 24 largest municipally owned facility in the State of Illinois 25 and the Midwest; and 26 WHEREAS, The City of Elgin is home to the nation's most 27 successful River Boat; the River Boat Foundation has donated 28 $35 million to programs benefitting the entire Chicagoland 29 area; in addition, the Riverfront Center City Master Plan was 30 named by the Illinois Chapter of American Planning 31 Association in 2001; and -2- LRB9213609RHrh 1 WHEREAS, THe City of Elgin is home to Elgin Academy, the 2 oldest coeducational, non-sectarian college preparatory 3 school west of the Allegheny Mountains; and 4 WHEREAS, Located in the City of Elgin is the Wing Park 5 Aquatic Center, winner of the Best Aquatic Facility Award 6 from Illinois Parks and Recreation Association for 2002; and 7 WHEREAS, The residents of Elgin are proud of Bluff Spring 8 Fen, Trout Park Nature Preserve, and Sleepy Hollow Ravine, 9 some of the most unique natural areas and the largest acreage 10 of pristine wetlands and prairie in the State of Illinois; in 11 addition, Bluff Spring Fen, located at Bluff City Cemetery, 12 has the largest population and variety of butterfly species 13 in the State; and 14 WHEREAS, The City of Elgin has three Historic Districts 15 and most recently was designated an Illinois Main Street 16 Community; and 17 WHEREAS, On February 21, 2002, the City of Elgin will be 18 honored by the State of Illinois for its continual 19 contributions to the success of our State; therefore, be it 20 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 21 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 22 we designate February 21, 2002 as "Elgin, Illinois" Day in 23 the State of Illinois in honor of the 8th largest city in the 24 State; and be it further 25 RESOLVED, That a suitable copy of this resolution be 26 presented to the Ed Schock, Mayor of Elgin, Illinois
