92_HR0638enr HR0638 Enrolled LRB9214174WHcs 1 HOUSE RESOLUTION 638 2 WHEREAS, Reasonable and fair access to the Internet 3 benefits all citizens of Illinois; and 4 WHEREAS, Businesspersons and residents in some rural and 5 urban areas must pay per-minute telephone charges to access 6 national Internet service providers because the access 7 numbers maintained by those Internet service providers are 8 more than 8 miles from their businesses or residences, while 9 businesspersons and residents in other rural and urban areas 10 currently benefit from untimed telephone charges because 11 those Internet service providers maintain access numbers that 12 are less than 8 miles from their businesses or residences; 13 and 14 WHEREAS, High-speed digital subscriber line (DSL) service 15 is unavailable to businesspersons and residents in some rural 16 and urban areas, while businesspersons and residents in other 17 rural and urban areas currently benefit from DSL service; and 18 WHEREAS, Internet access is increasingly important for 19 educational and business purposes, and it is inappropriate 20 for businesspersons and residents in some rural and urban 21 areas to pay high telephone charges and lack access to 22 high-speed service while businesspersons and residents in 23 other rural and urban areas currently enjoy untimed telephone 24 charges and have access to high-speed service; therefore, be 25 it 26 RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE 27 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 28 we urge national Internet service providers to maintain 29 access numbers that are less than 8 miles from all businesses 30 and residences in rural and urban areas of this State; and be 31 it further HR0638 Enrolled -2- LRB9214174WHcs 1 RESOLVED, That we urge digital subscriber line (DSL) 2 service providers to provide DSL access to all businesses and 3 residences in rural and urban areas of this State; and be it 4 further 5 RESOLVED, That a copy of this resolution be delivered to 6 the Illinois Commerce Commission with directions that the 7 Commission deliver a copy of this resolution to each national 8 Internet service provider that does business in Illinois and 9 to each digital subscriber line (DSL) service provider that 10 does business in Illinois.
