92_HR0570 LRB9211141RHrhA 1 HOUSE RESOLUTION 2 WHEREAS, This General Assembly has heretofore 3 appropriated $40 million in the State's Fiscal Year 2002 4 Budget to the Regional Transportation Authority (RTA) for the 5 purpose of making grants to its Service Boards to subsidize 6 the provision of reduced fare transit for the elderly, 7 students, and the disabled (P.A. 92-8, Art. 52, Section 8 19b1); and 9 WHEREAS, It is the understanding of this House of 10 Representatives that a commitment to fund the RTA at $40 11 million per year for these purposes was an integral component 12 of the 2001 Illinois First program; and 13 WHEREAS, Proposed budgets of the RTA and its Service 14 Boards the Chicago Transit Authority (CTA) and PACE for their 15 fiscal years commencing January 1, 2002 have been prepared in 16 full reliance on the existing Fiscal Year 2002 appropriation; 17 and 18 WHEREAS, These appropriated funds are necessary for the 19 maintenance of service by PACE and CTA; and 20 WHEREAS, On November 27, 2001, Governor George Ryan 21 announced that it was his intent not to expend $4 million of 22 the Fiscal Year 2002 appropriation for these purposes; 23 therefore, be it 24 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 25 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 26 we urge Governor George Ryan to fully honor the aforesaid 27 duly enacted statutory appropriation and provide $40 million 28 to the RTA for these purposes in Fiscal Year 2002; and be it 29 further 30 RESOLVED, That the House of Representatives urges that 31 the Governor's Fiscal Year 2003 Budget be prepared requesting -2- LRB9211141RHrhA 1 an appropriation of no less than $40 million for the RTA for 2 these purposes; and be it further 3 RESOLVED, That a copy of this resolution be presented to 4 the Governor of the State of Illinois.
