92_HR0525 LRB9210964RHrh 1 HOUSE RESOLUTION 2 WHEREAS, The attack on America of September 11, 2001, was 3 a shock to the State of Illinois and the nation; and 4 WHEREAS, There is an ongoing military and 5 multidimensional response to terrorism that we strongly 6 support; and 7 WHEREAS, The United States faces the potential of a 8 serious recession, having already lost 25,000 manufacturing 9 jobs in Illinois since the beginning of the year, and the 10 attack on America may cause the loss of tens of thousands 11 more, particularly in the airline, hotel and tourism 12 industries; and 13 WHEREAS, The Congress of the United States has already 14 taken critical action to support affected industries and is 15 proposing additional aid to business; and 16 WHEREAS, The Congress is considering an economic stimulus 17 package; and 18 WHEREAS, The core goal of an economic stimulus package is 19 the stabilization of communities; and 20 WHEREAS, Supporting business to stabilize employment must 21 be a critical part of any economic stimulus package to be 22 adopted by the Congress; and 23 WHEREAS, Supporting workers must be included as part of 24 any economic stimulus package to stabilize the economy; and 25 WHEREAS, Supporting state and local governments to avoid 26 or lessen state or local tax revenues is a critical part of 27 any economic stimulus package; and 28 WHEREAS, The economic stimulus package should include the 29 following provisions: extending federally funded unemployment -2- LRB9210964RHrh 1 compensation, where needed, by 26 weeks; aiding workers by 2 improving health care access by at least paying 75% of the 3 COBRA health care costs and other health care assistance; 4 aiding workers by fully funding targeted training and worker 5 reemployment programs and taking such other actions to save 6 personal homes and stabilize credit transactions; and 7 WHEREAS, If the Congress does not address the critical 8 areas of economic stimulus, business workers and state and 9 local government, these costs will have to be borne by state 10 and local governments, workers and business; and 11 WHEREAS, The economic stimulus package adopted by the 12 Congress on October 24, 2001, fails to adequately address the 13 needs of workers in state and local government; therefore, be 14 it 15 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 16 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 17 we urge the Congress of the United States to address each of 18 the three critical areas that will create economic stability 19 and allow full growth; and be it further 20 RESOLVED, That the House of Representatives ask the 21 Congress to help workers by considering the following 22 provisions: extending federally funded unemployment 23 compensation, where needed, by 26 weeks; aiding workers by 24 improving health care access by at least paying 75% of the 25 COBRA health care costs and other health care assistance; 26 aiding workers by fully funding targeted training and worker 27 reemployment programs and taking such other actions to save 28 personal homes and stabilize credit transactions; and be it 29 further 30 RESOLVED, That the House of Representatives respectfully 31 request that the Congress provide aid to affected states to 32 offset revenue deficits; and be it further -3- LRB9210964RHrh 1 RESOLVED, That copies of this resolution be delivered to 2 the President of the United States, to the presiding officers 3 of each house of Congress and to each member of the Illinois 4 congressional delegation.
