Amend House Resolution 387 on page 3 2, by replacing lines 3 through 31 with the following: 4 "RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 5 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 6 we urge the Capitol Development Board to conduct a review of 7 Consolidated High School District 230 with regard to the 8 following: 9 (1) The causes of cost over runs and delays in the 10 renovation project, including the District's process for 11 selecting consultants, architects, general contractors, and 12 other professional services and for drafting bid 13 specifications for various goods and services; and 14 (2) Whether the District's procurement decisions are 15 adequately documented and appear to have been conducted in an 16 efficient and impartial manner; and be it further 17 RESOLVED, that we urge the Illinois State Board of 18 Education to conduct a review of Consolidated High School 19 District 230 with regard to the following: 20 (1) The total projected cost to the District and the 21 State of Illinois of the retirement package, including -2- LRB9209054RHrham02 1 pension upgrades and credits and medical coverage benefits, 2 granted to the District's retiring superintendent; and 3 (2) Whether the ownership of a school-related consulting 4 firm by District officials compromises their services to the 5 District in any manner; and be it further 6 RESOLVED, That the Illinois State Board of Education and 7 the Capital Development Board shall consult each other, as 8 needed, for advice in school construction management issues 9 related to this resolution; and be it further 10 RESOLVED, That the Illinois State Board of Education and 11 the Capital Development Board are directed to report their 12 findings to the General Assembly by December 31, 2001; and be 13 it further 14 RESOLVED, That a suitable copy of this resolution be 15 presented to the Illinois State Board of Education and the 16 Capital Development Board.".
