92_HR0350enr HR0350 Enrolled LRB9208987RHgc 1 HOUSE RESOLUTION 350 2 WHEREAS, Project Success has served children in Illinois 3 for over ten years and provides services that are crucial to 4 the well-being of the people and families of our State; and 5 WHEREAS, Project Success currently serves 180,302 6 students, 85,806 parents, 200,000 families, and 14,158 7 teachers; and 8 WHEREAS, Project Success provides children and family 9 services that include violence prevention, mentoring, 10 tutoring, health education, and safety and community 11 involvement programs; and 12 WHEREAS, Project Success serves 127,165 students through 13 before and after school programs, 77,446 students through 14 programs offered in the evenings and weekends, and 30,864 15 students through summer programs and activities; and 16 WHEREAS, Project Success currently provides school 17 supplies to 22,710 children, mentoring programs to 17,954 18 children, tutoring for 15,674 children, violence prevention 19 programs to 42,603 children, parenting classes to 25,917 20 parents, life skills and youth development activities to 21 41,557 children, and substance abuse prevention, 22 intervention, and treatment services to 10,715 children; and 23 WHEREAS, Project Success serves 90 counties in Illinois; 24 and 25 WHEREAS, Project Success principals indicate that 26 parental involvement has increased 44%, parental linkage to 27 community resources has increased 73%, community agency 28 involvement in schools has increased 74%, provision of 29 services at schools has increased 79%, and education of 30 parents on issues important to the development of their 31 children has increased 51%; and HR0350 Enrolled -2- LRB9208987RHgc 1 WHEREAS, Project Success local programs are housed with 2 12 regional offices of education, 17 health departments, 9 3 mental health agencies, 20 social service agencies, 2 4 community colleges, a library, a YMCA, and others; and 5 WHEREAS, Project Success needs to continue to function 6 with the full support of the State of Illinois and the 7 Illinois General Assembly; and 8 WHEREAS, Project Success needs the direction and 9 oversight of the Illinois General Assembly to ensure the 10 continued quality of the program, provide direction on the 11 future of the program, and maintain the current 12 community-based focus of the program; therefore, be it 13 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 14 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 15 the Project Success Legislative Oversight Committee is 16 created to provide on-going oversight of the program and 17 ensure the quality of the program. The Committee shall be 18 composed of 2 members appointed by the Speaker of the House 19 of Representatives, 2 members appointed by the Minority 20 Leader of the House of Representatives, one member appointed 21 by the Governor, one member appointed by the Lieutenant 22 Governor, and the Project Success Program Administrator with 23 the chairperson to be appointed by the Speaker of the House 24 of Representatives; and, be it further 25 RESOLVED, That all appointments to the Committee shall be 26 made no later than July 1, 2001.
