92_HR0253 LRB9208768RHrh 1 HOUSE RESOLUTION 2 WHEREAS, The members of the Illinois House of 3 Representatives wish to express their sincere condolences to 4 the family and friends of Norman Meltzer, who passed away on 5 December 31, 2000; and 6 WHEREAS, Norman Meltzer was a Chicago native; he earned 7 an undergraduate biology degree from Roosevelt University in 8 1951, a master's degree in physiology from the University of 9 Illinois at Urbana-Champaign in 1953, and a doctorate in 10 physiology from the University of Illinois in 1958; he served 11 as a research and teaching assistant in 1952 and worked 12 briefly as a physiology instructor at the University of 13 Illinois from 1957 until 1958 before joining Helene Curtis as 14 a group leader in the biology division; and 15 WHEREAS, At Helene Curtis, Mr. Meltzer served as an 16 associate director of research and development in 1965; in 17 addition he managed and tested programs for new cosmetics 18 products in the late 1950s and 1960s, and introduced into the 19 cosmetics industry in the 1970s two preservatives, now widely 20 used, that prevented bacterial growth without potential risk 21 to cosmetic users; he retired in 1998 as corporate director 22 of product integrity where he served as a legal liaison and 23 expert witness for the Helene Curtis research and development 24 department; after his retirement he was a consultant with 25 Helene Curtis; and 26 WHEREAS, Mr. Meltzer was a past chairman of the Society 27 of Cosmetic Chemists Midwest Chapter and in 1993 won the 28 Robert C. Ring Award for his scientific contributions to the 29 cosmetics industry; and 30 WHEREAS, The passing of Norman Meltzer will be deeply 31 felt by all who knew and loved him, especially his wife, 32 Enid; his children, Mark (wife, Anna) Meltzer and Roberta -2- LRB9208768RHrh 1 (husband, David) Senzel; his grandchildren, David, Josef, 2 Andrea, Wendy, Marcie and Zoey; his brother, Leonard (wife, 3 Natalie) Meltzer; and his many nieces and nephews; therefore, 4 be it 5 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 6 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 7 we mourn, along with all who knew him, the death of Norman 8 Meltzer of Morton Grove, Illinois; and be it further 9 RESOLVED, That a suitable copy of this resolution be 10 presented to the family of Norman Meltzer with our sincere 11 condolences.
