92_HR0234 LRB9208663RHrh 1 HOUSE RESOLUTION 2 WHEREAS, The members of the Illinois House of 3 Representatives are pleased to recognize milestone events in 4 the lives of citizens of the State of Illinois; and 5 WHEREAS, It has come to our attention that Dr. Gerald D. 6 Chapman is retiring from his duties as superintendent of 7 Township High School District 211 this year; and 8 WHEREAS, Dr. Gerald Chapman currently serves as 9 superintendent in the State of Illinois' largest high school 10 district; the five high schools that he has administrative 11 responsibility for are James B. Conant, William Fremd, 12 Hoffman Estates, Palatine, and Schaumburg; all five schools 13 have a combined enrollment of more than 12,000 students; and 14 WHEREAS, Dr. Chapman earned his bachelor of science 15 degree from Northern Illinois University, his master's degree 16 from Northwestern University, and was awarded a doctorate in 17 school administration from Indiana University in 1972; and 18 WHEREAS, Dr. Chapman began his illustrious teaching 19 career in Township High School District 211 in 1965 as a 20 mathematics teacher at William Fremd High School where he 21 additionally served as a student activity director, 22 mathematics department chair, and assistant principal; he was 23 named Associate Principal at Hoffman Estates High School from 24 1973 to 1974; he was appointed assistant superintendent in 25 1974 of Township High School District 211, and became 26 superintendent by 1990; and 27 WHEREAS, During his tenure as superintendent, Palatine, 28 Schaumburg, and James B. Conant High Schools received 29 numerous recognitions for excellence in education by the 30 United States Department of Education that include being 31 named the "New American High School" in May 2000, being the -2- LRB9208663RHrh 1 recipient of the Blue Ribbon in May 2000, being rated as one 2 of the top 99 high schools in America by U.S. News and World 3 Report magazine; and recognizing District 211 as the nation's 4 best high school district by Expansion Management; and 5 WHEREAS, Dr. Chapman has authored several articles and 6 performed numerous lectures during his career that include 7 providing quarterly guest articles for the Daily Herald; and 8 presenting his "View of the Superintendency from the 9 Superintendency" for the Illinois Association of School 10 Administrators; and 11 WHEREAS, Dr. Chapman has been an active supporter of the 12 United Way, and under his leadership, Township High School 13 District 211 has become a major suburban school contributor 14 to the United Way; other organizations that Dr. Chapman has 15 been affiliated with over the years include as member and 16 past chair of the Illinois State Board of Education Prairie 17 State Examination Advisory Committee, chair of the Palatine 18 Township Cemetery Committee, member of the Community Advisory 19 Board and Academic and Student Affairs Committee at Roosevelt 20 University, trustee at Northwestern University A.P. 21 Consortium, organization leader of the American Heart 22 Association Heart Walk; and as member of the Board of 23 Directors of Northwest 2001, the Greater Palatine Chamber of 24 Commerce & Industry, the Illinois State Board of Education 25 "Right to Read" Initiative, the Suburban Cook County Regional 26 Office of Education, Palatine Park District, Palatine Lions 27 Club, and the St. Paul United Church of Christ in Palatine; 28 and 29 WHEREAS, Dr. Chapman has been the recipient of numerous 30 awards and honors during his tenure that include being named 31 Illinois Superintendent of the Year for 2000 by the American 32 Association of School Administrators, being recognized in 33 1988 and 1998 by the Illinois State Board of Education with -3- LRB9208663RHrh 1 "Those Who Excel" Awards, and being honored by the villages 2 of Palatine, Hoffman Estates, and Schaumburg with separate 3 "Dr. Gerald Chapman Days" in May 2000; therefore, be it 4 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 5 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 6 we congratulate Dr. Gerald D. Chapman on his retirement as 7 Superintendent of Township High School District 211; and we 8 wish him well in all of his future endeavors; and be it 9 further 10 RESOLVED, That a suitable copy of this resolution be 11 presented to Dr. Gerald D. Chapman as an expression of our 12 esteem.
