92_HR0137 LRB9208469KBkb 1 HOUSE RESOLUTION 2 WHEREAS, The members of the Illinois House of 3 Representatives wish to express their sincere condolences to 4 the family and friends of John "Tim" Phelan, who passed away 5 on November 27, 2000; and 6 WHEREAS, John Phelan, lovingly known as Tim, was born on 7 October 21, 1944 in Chicago, Illinois, to John J. and Nora T. 8 Phelan; and 9 WHEREAS, John "Tim" Phelan was a 1962 graduate of Mendel 10 Catholic High School; upon graduation, he joined Operating 11 Engineers Local 399, where he worked as a building engineer 12 before his involvement in union matters; and 13 WHEREAS, In 1972, Mr. Phelan was elected secretary of 14 Local 399; in 1982 he was elected business agent; and in 1993 15 he became president of the union; during his seven years as 16 president, Mr. Phelan brought pay and benefit increases to 17 the union members, worked on the first statewide contract for 18 Illinois Secretary of State workers, and saw an increase in 19 membership from 6,500 to 9,000; and 20 WHEREAS, John "Tim" Phelan was known for being loyal, 21 dependable, a great labor leader, and a friend to working men 22 and women; and 23 WHEREAS, Mr. Phelan served as president of the AFL-CIO's 24 Chicago Port Council and also as general vice president in 25 the International Union of Operating Engineers, and on 26 numerous boards of directors, including the Metropolitan Pier 27 and Exposition Authority, the Chicago Convention & Tourism 28 Bureau, and the Illinois Port Authority; and 29 WHEREAS, Mr. Phelan was the first labor leader appointed 30 to the Cook County economic development advisory board in 31 1997; and -2- LRB9208469KBkb 1 WHEREAS, The passing of John "Tim" Phelan will be deeply 2 felt by all who knew and loved him, especially his wife, 3 Karen; his daughters, Nora Clifford and Nellie Wilson; his 4 sons, Joseph and Ryan; his sisters, Kathleen Pepin-Griffin, 5 Norine Byrne, and Eileen Phelan-O'Connor; his grandsons, John 6 Patrick and Wyatt Bishop; and a host of nephews, nieces, 7 other relatives, and friends; therefore, be it 8 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 9 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 10 we mourn, along with all who knew him, the death of John 11 "Tim" Phelan of Chicago, Illinois; and be it further 12 RESOLVED, That a suitable copy of this resolution be 13 presented to the family of John "Tim" Phelan.
