92_HR0010 LRB9203633RHrh 1 HOUSE RESOLUTION 2 WHEREAS, The Members of the Illinois House of 3 Representatives would like to recognize milestone events in 4 the lives of the citizens of the State of Illinois; and 5 WHEREAS, Dr. Patricia Pickles, superintendent of schools 6 in North Chicago, Illinois, is being honored as The Most 7 Influential African American of Lake County for the Year 8 2001; and 9 WHEREAS, Dr. Patricia Pickles has brought a revitalizing 10 spirit to the North Chicago Community School District #187; 11 through her leadership as chief executive officer, she has 12 turned a nearly financially and spiritually bankrupt 13 organization into a progressive institution of learning in 14 the North Chicago community; and 15 WHEREAS, The North Chicago Community School District has 16 a student body of 4,840 pupils, 480 staff members and serves 17 Great Lakes Naval Training Center; and 18 WHEREAS, In her years as the district's chief executive 19 officer, Dr. Pickles initiated and secured funds for the 20 district's largest construction project - building one new 21 school and extending and reconfiguring six others, her 22 influence has captured the attention of local and regional 23 legislatures who rallied around the district's plan for 24 improvements; she oversaw the implementation of the State's 25 first grades K-12 mandatory uniform dress code policy, 26 presented at National School Boards Association in March 27 2000, and published in American School Administrator's 28 Magazine in December 2000; she established and utilized 29 technology to create management information systems to make 30 informed decisions; she updated and revitalized policies, 31 administrative procedures, curriculum guides and adult 32 education programs that had been dormant for over ten years; -2- LRB9203633RHrh 1 she expanded the district's preschool and early childhood 2 programs; she initiated the "Substitute in Uniform Program" 3 with officers from Great Lakes Naval Training Center; she 4 provided leadership in negotiating the district's/county's 5 first five-year teacher union contract; and she led the 6 district to develop its first performance based compensation 7 plan for teachers; and 8 WHEREAS, Selected honors, awards and coalitions that have 9 been bestowed on Dr. Pickles include: receiving the Most 10 Distinguished Alumnus Award from Illinois Community College 11 Trustees; being selected by United States Congressman John 12 Porter to serve on Select Screening Committee for the United 13 States Military Academy; being recognized by the 100 Black 14 Men of Chicago, Inc. for outstanding contributions in 15 education; she was one of thirty administrators invited from 16 the United States and the United Kingdom to present at the 17 Oxford International Round Table on "Leadership and the 18 Change Process" Article to be incorporated in textbooks used 19 in Education Administration Classes; and receiving the 1st 20 Crown Award, honoring women making a difference from Top 21 Ladies of Distinction; and 22 WHEREAS, Dr. Pickles will be honored in a ceremony at The 23 Ramada Inn in Waukegan, Illinois on February 3, 2001 in which 24 she will be recognized as the Most Influential African 25 American of Lake County for the year 2001; therefore, be it 26 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 27 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 28 we congratulate Dr. Patricia Pickles for her many 29 accomplishments and being selected as the Most Influential 30 African American of Lake County for the Year 2001; and be it 31 further 32 RESOLVED, That a suitable copy of this resolution be -3- LRB9203633RHrh 1 presented to Dr. Patricia Pickles as an expression of our 2 esteem.
