 1                    AMENDMENT TO HOUSE BILL 5961

 2        AMENDMENT NO.     .  Amend House Bill 5961  by  replacing
 3    the title with the following:
 4        "AN ACT concerning well water."; and

 5    by  replacing  everything  after the enacting clause with the
 6    following:

 7        "Section 5.  The Illinois Water Well Construction Code is
 8    amended by adding  Section 6b-1 as follows:

 9        (415 ILCS 30/6b-1 new)
10        Sec.  6b-1.  Contaminated  Well  Water   Revolving   Loan
11    Program.
12        (a)  There  is  created  within  the the State Treasury a
13    special fund to be  known  as  the  Contaminated  Well  Water
14    Revolving  Loan Program Fund, which shall be used, subject to
15    appropriation, and administered by the Department to create a
16    loan program to aid in the cost of connecting a home that has
17    contaminated well water to an alternate water source.
18        (b)  The Department shall establish a program whereby the
19    owner of a contaminated well may apply for up to $100,000  in
20    interest-free  loans  to be used for connecting the home that
21    has the contaminated well water to an alternate water source.

 1    The owner shall have a period of 30 years  in  which  to  pay
 2    back loans made under this program.
 3        (c)  The  Department  shall  adopt  rules as necessary to
 4    implement this Section.

 5        Section 10.  The State Finance Act is amended  by  adding
 6    Section 5.570 as follows:

 7        (30 ILCS 105/5.570 new)
 8        Sec.  5.570.   The Contaminated Well Water Revolving Loan
 9    Program Fund.

10        Section 99.  Effective date.  This Act takes effect  upon
11    becoming law.".
