92_HB5533 LRB9214290ACsb 1 AN ACT concerning higher education. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 5. The Higher Education Student Assistance Act 5 is amended by changing Section 15 as follows: 6 (110 ILCS 947/15) 7 Sec. 15. Illinois Student Assistance Commission. 8 (a) There is established the Illinois Student Assistance 9 Commission, consisting of 10 persons to be appointed by the 10 Governor with the advice and consent of the Senate. The 11 membership of the Commission shall consist of one 12 representative of the institutions of higher learning 13 operated by the State of Illinois; one representative of the 14 private institutions of higher learning located in the State; 15 one representative of the public community colleges located 16 in the State; one representative of the public high schools 17 located in the State; 5 citizens of the State chosen for 18 their knowledge of and interest in higher education, but not 19 employed by, professionally affiliated with, or members of 20 the governing boards of any institution of higher learning 21 located in the State, and one student member selected from 22 nominations submitted to the Governor by multi-campus student 23 organizations, including but not limited to, the Illinois 24 Student Association, the Organization of Community College 25 Students, the recognized advisory committee of students of 26 the Board of Higher Education, and the recognized advisory 27 committee of students of the Federation of Independent 28 Illinois Colleges and Universities. The Governor shall 29 designate one member, other than the student member, as 30 chairman. Each member of the Commission, including the 31 student member, shall serve without compensation, but shall -2- LRB9214290ACsb 1 be reimbursed for expenses necessarily incurred in performing 2 his or her duties under this Act. Subject to a requirement 3 that Commission members in office on the effective date of 4 this amendatory Act of 1995 may serve the full term to which 5 they were appointed, the appointment of Commission members to 6 terms that commence on or after that effective date shall be 7 made in a manner that gives effect at the earliest possible 8 time to the change that is required by this amendatory Act in 9 the representative composition of the Commission's 10 membership. 11 (b) The term of office of each member, other than the 12 student member, is 6 years from July 1 of the year of 13 appointment, and until his successor is appointed and 14 qualified. If a member's tenure of office, other than that 15 of the student member, is terminated for any reason before 16 his or her term has expired, the Governor shall fill the 17 vacancy by the appointment of a person who has the same 18 representative status as the person whose term has been so 19 terminated, and the new appointee shall hold office only for 20 the remainder of that term and until a successor is appointed 21 and qualified. The term of the student member shall be for 2 22 years from July 1 of each odd-numbered year. If the tenure 23 of the student member is terminated for any reason, the 24 vacancy shall be filled in the same manner as heretofore 25 provided for a regular term of office appointment of the 26 student member. The new student appointee shall hold office 27 only for the remainder of that term. No student member may 28 receive a scholarship or grant pursuant to this Act during 29 his or her term of office with the Commission. 30 (c) In accordance with the provisions of the State 31 Universities Civil Service Act, the Commission shall employ a 32 professionally qualified person as the Executive Director of 33 the Commission, and such other employees as may be necessary 34 to effectuate the purposes of this Act. -3- LRB9214290ACsb 1 (d) The Commission shall meet at least once in each 2 fiscal year, and may meet at other times which the Chairman 3 may designate by giving at least 10 days' written notice to 4 each member. 5 (Source: P.A. 89-419, eff. 6-1-96.)
