92_HB4932 LRB9214345DHgc 1 AN ACT in relation to vehicles. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 5. The Illinois Vehicle Code is amended by 5 changing Sections 3-623, 3-625, and 3-806.3 as follows: 6 (625 ILCS 5/3-623) (from Ch. 95 1/2, par. 3-623) 7 Sec. 3-623. Purple Heart Plates. The Secretary, upon 8 receipt of an application made in the form prescribed by the 9 Secretary of State, may issue to recipients awarded the 10 Purple Heart by a branch of the armed forces of the United 11 States who reside in Illinois, special registration plates. 12 The special plates issued pursuant to this Section should be 13 affixed only to passenger vehicles of the 1st division, 14 including motorcycles, or motor vehicles of the 2nd division 15 weighing not more than 8,000 pounds. 16 The design and color of such plates shall be wholly 17 within the discretion of the Secretary of State. Appropriate 18 documentation, as determined by the Secretary, and the 19 requiredstandardregistration fee shall accompany the 20 application. However, for an individual who has been issued 21 Purple Heart plates for a vehicle and who has claimed and 22 received a grant under the Senior Citizens and Disabled 23 Persons Property Tax Relief and Pharmaceutical Assistance 24 Act, theoriginal issuance fee and regularannual fee for the 25 registration of the vehicle shall be as provided in Section 26 3-806.3 of this Code. 27 (Source: P.A. 91-25, eff. 6-9-99; 92-82, eff. 1-1-02.) 28 (625 ILCS 5/3-625) (from Ch. 95 1/2, par. 3-625) 29 Sec. 3-625. Pearl Harbor Plates. The Secretary, upon 30 receipt of an application made in the form prescribed by the -2- LRB9214345DHgc 1 Secretary of State, may issue special registration plates to 2 any Illinois resident who, while a member of the armed forces 3 of the United States, participated in the battle of Pearl 4 Harbor on December 7, 1941, or to the widowed spouse of any 5 Illinois resident who, while a member of the armed forces of 6 the United States, participated in the battle of Pearl Harbor 7 on December 7, 1941, provided that the widowed spouse was 8 married to the battle of Pearl Harbor participant at the time 9 of the participant's death and is a single person at the time 10 of application. The special plates issued pursuant to this 11 Section should be affixed only to passenger vehicles of the 12 1st division or motor vehicles of the 2nd division weighing 13 not more than 8,000 pounds. 14 The design and color of such plates shall be wholly 15 within the discretion of the Secretary of State. Senior Citizens. 22 Commencing with the 1986 registration year and extending 23 through the 2000 registration year, the registration fee paid 24 by any vehicle owner who has claimed and received a grant 25 under the"Senior Citizens and Disabled Persons Property Tax 26 Relief and Pharmaceutical Assistance Act"or who is the 27 spouse of such a person shall be reduced by 50% for passenger 28 cars displaying standard multi-year registration plates 29 issued under Section 3-414.1, motor vehicles displaying 30 special registration plates issued under Section 3-616, 31 3-623, 3-624, 3-625, 3-626, 3-628, 3-638, 3-642, 3-645, 32 3-647, 3-650, or 3-651, motor vehicles registered at 8,000 33 pounds or less under Section 3-815(a) and recreational -3- LRB9214345DHgc 1 vehicles registered at 8,000 pounds or less under Section 2 3-815(b). Widows and widowers of claimants shall also be 3 entitled to the reduced registration rate for the 4 registration year in which the claimant was eligible. 5 Commencing with the 2001 registration year, the 6 registration fee paid by any vehicle owner who has claimed 7 and received a grant under the"Senior Citizens and Disabled 8 Persons Property Tax Relief and Pharmaceutical Assistance 9 Act"or who is the spouse of such a person shall be $24 10 instead of the fee otherwise provided in this Code for 11 passenger cars displaying standard multi-year registration 12 plates issued under Section 3-414.1, motor vehicles 13 displaying special registration plates issued under Section 14 3-616, motor vehicles registered at 8,000 pounds or less 15 under Section 3-815(a) and recreational vehicles registered 16 at 8,000 pounds or less under Section 3-815(b). Widows and 17 widowers of claimants shall also be entitled to this reduced 18 registration fee for the registration year in which the 19 claimant was eligible. 20 No more than one reduced registration fee under this 21 Section shall be allowed during any 12 month period based on 22 the primary eligibility of any individual, whether such 23 reduced registration fee is allowed to the individual or to 24 the spouse, widow or widower of such individual. This 25 Section does not apply to the fee paid in addition to the 26 registration fee for motor vehicles displaying vanity or 27 specialpersonalizedlicense platesunder Section 3-806.1. 28 (Source: P.A. 91-37, eff. 7-1-99; revised 12-06-01.) 29 Section 99. Effective date. This Act takes effect upon 30 becoming law.
