92_HB4229 LRB9214576DHmg 1 AN ACT in regard to vehicles. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 5. The State Finance Act is amended by adding 5 Section 5.570 as follows: 6 (30 ILCS 105/5.570 new) 7 Sec. 5.570. The Park District Youth Program Fund. 8 Section 10. The Illinois Vehicle Code is amended by 9 adding Section 3-654 as follows: 10 (625 ILCS 5/3-654 new) 11 Sec. 3-654. Park District Youth Program license plates. 12 (a) In addition to any other special license plate, the 13 Secretary, upon receipt of all applicable fees and 14 applications made in the form prescribed by the Secretary of 15 State, may issue Park District Youth Program license plates. 16 The special Park District Youth Program plate issued under 17 this Section shall be affixed only to passenger vehicles of 18 the first division and motor vehicles of the second division 19 weighing not more than 8,000 pounds. Plates issued under this 20 Section shall expire according to the staggered multi-year 21 procedure established by Section 3-414.1 of this Code. 22 (b) The design, color, and format of the plates shall be 23 wholly within the discretion of the Secretary of State. 24 Appropriate documentation, as determined by the Secretary, 25 must accompany each application. The Secretary, in his or her 26 discretion, shall approve and prescribe stickers or decals as 27 provided under Section 3-412. 28 (c) An applicant for the special plate shall be charged 29 a $40 fee for original issuance in addition to the -2- LRB9214576DHmg 1 appropriate registration fee. Of this fee, $25 shall be 2 deposited into the Park District Youth Program Fund and $15 3 shall be deposited into the Secretary of State Special 4 License Plate Fund, to be used by the Secretary to help 5 defray the administrative processing costs. 6 For each registration renewal period, a $27 fee, in 7 addition to the appropriate registration fee, shall be 8 charged. Of this fee, $25 shall be deposited into the Park 9 District Youth Program Fund and $2 shall be deposited into 10 the Secretary of State Special License Plate Fund. 11 (d) The Park District Youth Program Fund is created as a 12 special fund in the State treasury. All money in the Park 13 District Youth Program Fund shall be paid, subject to 14 appropriation by the General Assembly and approval by the 15 Secretary, as grants to the Illinois Association of Park 16 Districts, a not-for-profit corporation, for grants to park 17 districts and recreation agencies providing innovative after 18 school programming for Illinois youth. 19 Section 99. Effective date. This Act takes effect upon 20 becoming law.
