1 AN ACT regarding schools.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The School Construction Law is amended by
5 changing Section 5-30 as follows:
6 (105 ILCS 230/5-30)
7 Sec. 5-30. Priority of school construction projects. The
8 State Board of Education shall develop standards for the
9 determination of priority needs concerning school
10 construction projects based upon approved district facilities
11 plans. Such standards shall call for prioritization based on
12 the degree of need and project type in the following order:
13 (1) Replacement or reconstruction of school buildings
14 destroyed or damaged by flood, tornado, fire, earthquake, or
15 other disasters, either man-made or produced by nature;
16 (2) Projects designed to alleviate a shortage of
17 classrooms due to population growth, building modifications
18 to address population growth, or projects designed to replace
19 aging school buildings;
20 (3) Projects resulting from interdistrict reorganization
21 of school districts contingent on local referenda;
22 (4) Replacement or reconstruction of school facilities
23 determined to be severe and continuing health or life safety
24 hazards;
25 (5) Alterations necessary to provide accessibility for
26 qualified individuals with disabilities; and
27 (6) Other unique solutions to facility needs.

29 Section 99. Effective date. This Act takes effect on
30 July 1, 2002.
