92_HB4092eng HB4092 Engrossed LRB9214910REpk 1 AN ACT concerning HIV/AIDS education. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 5. The Department of Public Health Act is 5 amended by adding Section 6.1 as follows: 6 (20 ILCS 2305/6.1 new) 7 Sec. 6.1. HIV/AIDS community service pilot program. The 8 Department of Public Health shall fund an HIV/AIDS community 9 service pilot program in the African-American communities of 10 the State. The program shall contain the following 11 components: 12 (1) HIV primary care to enhance and enrich the lives of 13 those infected by HIV. 14 (2) HIV counseling and testing to provide a system of 15 early detection for HIV and to facilitate skill building for 16 behavior modification. 17 (3) Case management services to offer seamless service 18 delivery for those infected by HIV. 19 (4) Prevention case management services designed to 20 foster skill building and negotiation enrichment for those 21 impacted by HIV. 22 (5) Street outreach services, which is a Centers for 23 Disease Control approved intervention proven to reach the 24 client at his or her level of need. The service shall be 25 facilitated by an indigenous staff person who will offer the 26 services of HIV education and counseling, referral for 27 testing, and condom distribution.
